12/01 (R EV1/20 ) Page 1 of 8 Promotion and Request for Reassignment Process The purpose of this General Order is to establish procedures for the promotion and/or request for assignment of personnel within the Sacramento County Sheriff’s Office . I. Promotions A. Promotional openings in the Sacramento County Sheriff’s Office shall be filled from the certified lists of eligible candidates provided by the County of Sacramento Employment Office. B. Selection procedure: 1. Selection shall be made of any candidate from the top three ranks of the eligible list. 2. Selection need not necessarily proceed according to seniority or an individual’s order of placement within any of the top three ranks. 3. A new rank shall not be opened until all candidates in one of the top three eligi ble ranks are cleared. C. The following information shall be reviewed and considered before promotions are made: 1. The individual’s divisional personnel file 2. Commendations and awards 3. Sustained disciplinary actions 4. Promotional reports and recommendations prepa red by the individual’s immediate supervisor and/or division commander D. The Sheriff shall be the final authority for selecting eligible candidates to be promoted. 12/01 (R EV1/20 ) Page 2 of 8 E. Promotions which entail a transfer into this department from another department shall not be made until successful completion of necessary background investigations which may include drug testing, psychological screening and computer voice stress analysis testing. F. Approved promotions shall be published in a Personnel Order signed by the Sheriff or Undersheriff. II. Request for Assignment With the 2005 implementation of the automated processes for requesting a transfer (including Patrol Rotation) and announci ng a position, reassignment requests are now controlled via the department’s secured Intranet web site for select positions . The following procedures apply to employee -initiated Intradepartmental reassignment requests unless departmental needs dictate otherwise or it conflicts with an applicable labor agreement : 1. The division commander shall have the authority to deny and request name removal from a ny transfer request because of time c ommitment to current assignment, pending disciplinary actions , or Person nel Improvement Programs. 2. The Sheriff shall be the final authority for the assignment of employees. B. All transfers/reassignments will be published in a Personnel Order signed by the Sheriff or Undersheriff. III. Request for Transfer A. Initiating a Request for Transfer 1. All Requests for Transfer will be initiated from the Department’s secured Intranet web site. a. Employees may select up to four specific job assignments. Upon submission of one or more Request for Transfer , the employee’s name will be added to an automated Request for Transfer list, sorted by seniority of rank date. This is a working list for departmental supervisors and managers to assess the level of interest in various positions. Inclusion of an employee’ s name on the Request for Transfer list does not guarantee reassignment. 12/01 (R EV1/20 ) Page 3 of 8 (1) The request will remain in effect for 90 days from the date of electronic submission, after which the request will be automatically removed from the system. (2) An employee may update , renew, or modify their request at any time. These update s will override prior requests. (3) The employee will be notified via departmental email 30 days prior to the request expiration date at which time the employee may, if desired, resubmit a new Request f or Transfer. (4) 14 days before the request expiration date a second departmental email will be sent to the employee as a reminder to take action. (5) If the employee does not renew their Request for Transfer a third departmental email will be sent THE DAY AFTER the employee’s name has been removed from the transfer list. (6) If the employee intends to stay on the transfer list, he/she must renew their request by resubmitting a Request for Transfer before their name is removed from the transfer list. 2. Selecting a non-management employee from a Request for Transfer list: The transfer of deputy sheriffs to any of the following assignments: Airport Divis ion, Security Services Bureau, Court Security Division, Folsom Dam Security Bureau , Communi cation Center, Work Release Division, Corrections (Main Jail and RCCC), Rancho Cordova Police Department (excluding traffic assignments), and Field and Investigative Services shall be made as follows: a. Positions shall be filled from the list of candidates on the Request for Transfer list. Seniority shall be the primary consideration on transfers; however, the 12/01 (R EV1/20 ) Page 4 of 8 division commander and Sheriff have the final authority on departmental assignments. b. Division commanders from contract assignments may select personnel from the top th ree candidates by seniority . c. If a Division Commander has cause to exclude the top three employees from consideration, with their Chief Deputy’s approval, they may select the next employee on the list. In the event that an employee is not selected on a se niority basis from the Request for Transfer list, the employee shall have the opportunity to ask for an explanation from the division commander selecting a transferring employee . 3. Selections to the Rancho Cordova Police Department shall be in accordance with the MOU between
