Correctional Services Page 1 of 3 11/05 (NEW 03/21 ) MJ/RCCC /Work Release OPERATIONS ORDER Naloxone (Narcan ) for Correctional Services The purpose of this Operations Order is to establish departmental policy and procedures regarding the administration of Naloxone. The objective of administering Naloxone is to treat opioid overdoses and reduce fatalities. I. Policy Statement It shall be th e policy of the Sacramento Sheriff’s Office to train personnel in the utilization of Naloxone . The purpose of this order is to establish guidelines and regulations governing the administration of Naloxone by the Sacramento County Sheriff’s Office . This agency recognizes that all Sheriff’s Deputies who intend to use Naloxone are required to be trained in the use of Naloxone in accordance with the Sacramento County Emergency Medical Services (EMS) and Peace Officer Standards and Training (POST) sta ndards. II. Definitions: Naloxone is a medication used to block the effects of opioids that can reverse the life-threatening effects of opioid overdose. Opioid is an opiate (synthetic or otherwise) that includes but is not limited to heroin, morphine, oxyco done (OxyContin), Hydrocodone (Vicodin), fentanyl, methadone, and codeine. III. Training: A. Initial Training – All Sacramento County Sheriff’s Deputies will receive initial training that will include the following as detailed by EMS: 1. Overview of California Civil Code 1714.22, which permits law enforcement administration of Naloxone. 2. Patient assessment for signs and symptoms of overdose. 3. Universal precautions. 4. Rescue breathing 5. Seeking medical attention. 6. Use of intra -nasal Naloxone Correctional Services Page 2 of 3 11/05 (NEW 03/21 ) MJ/RCCC /Work Release B. Continuing Education – Sheri ff’s employees will receive refresher training every (2) two years. IV. Deployment: A. Naloxone kits (Opioid Overdose Kit) will be stored in the following locations within Correctional Services : 1. Control rooms in custody facilities; 2. Transportation busses and select vans; 3. Vehicles assigned to Home D etention detail; 4. Booking Sergeant’s office; 5. Investigative Services Unit (ISU) office ; 6. Work Release Admin istrative Sergeant’s o ffice; 7. Work Release front c ounter . B. Officers will use their training and experience to deci de whether a subject is suffering from a suspected overdose of opioids , and alert custody medical staff. C. Upon administering Naloxone, officers shall monitor patient vital signs (e.g. respirations, pulse) unt il custody medical or Fire/EMS personnel arrive on scene. D. If the initial dose of naloxone is ineffective, officers may consider administering a second dose , and none thereafter, and shall continue to monitor vital signs. V. Maintenance, Replacement and Storage A. At the beginning of each shift, officers shall confirm the location of the Opioid Overdose Kit , ensure the security seal is intact , and document within the control room logbook. B. Missing, damaged, or expired Naloxone shall be immediately reported to a supervisor. C. When the Naloxone has been deployed/ used, the officer should obtain a replacement kit as soon as reasonably possible (notify designated division equipment personnel) . D. Opioid Overdose Kit s stored in vehicles should be secured in accordance with Drug Enforce ment Administration (DEA) regulations (i.e. locked vehicle, vehicle trunk , glove compartment ). E. Additional replacements of Naloxone will be stored in a secured storage container within the watch commander’s office , and inside the Administrative Sergeant’s Office at Work Release Division. F. Expired units will be removed from service and replaced with a new unit. Correctional Services Page 3 of 3 11/05 (NEW 03/21 ) MJ/RCCC /Work Release VI. Reporting Requirements A. After administering Naloxone the officer shall document its use i n their report. B. After each administration of Naloxone in the field, the officer shall complete a Sacramento County Emergency Medical Services Agency (SCEMSA) Law Enforcement Naloxone Utilization Report. A completed printout of the SCEMSA report shall be attached to the c rime, casualty, or incident report. In addition , the reporting officer will fax or email the Utilization Report to the Naloxone Program Coordinator. C. The SCEMSA report shall be forwarded to the following: 1. Sheriff’s Office N aloxone C oordinator a. Sheriff’s O ffice Naloxone C oordin ator shall report all Naloxone usages to Sacramento County Emergency Medical S ervices .
