CORRECTIONAL SERVICES Page 1 of 3 11/04 (REV 7/07) MJ/RCCC OPERATIONS ORDER Culinary Equipment Control The purpose of this Order is to standardize the procedures to e nsure control of culinary equipment at the Main Jail and the Rio Cosumnes Correct ional Center (RCCC). I. Policy Personnel assigned to kitchen dutie s shall maintain constant co ntrol and accountability of the equipment, instruments and utensils used in the kitchen to ensure the safety of staff and prisoners and the se curity of the facility. II. Culinary Equipment Responsibility A. Civilian and sworn staff shall be responsible for monitoring the control of all kitchen equipment and utensils. B. The civilian kitchen staff s hall be responsible for the stor age, issuance and inventory of kitchen equipment and utensils. 1. A lockable cabinet, located in the Kitchen, shall be used to store all knives, cleavers and food pr ocessor slice blades. 2. Kitchen staff shall keep this cabinet locked and maintain a logbook of cutlery issuance. 3. Kitchen staff shall secure all knives to the work surface vi a attached tethers before dispersing them to inmate workers. C. The civilian kitchen staff's shift supervisor and custody st aff assigned as the “Kitchen Officer” shall make a check of kitchen cutlery equ ipment and utensils at the beginning and end of his/her shift, before food c a r t s a r e released to housing areas and prior to any garbage being taken out to the dumpster. D. Kitchen culinary equipment and utensils shall not be allowed outside the Kitchen or Staff Dining Areas without supervisor approval. CORRECTIONAL SERVICES Page 2 of 3 11/04 (REV 7/07) MJ/RCCC III. Equipment Control Disputes A. Kitchen personnel not practicing proper equipment control sh all be verbally advised of the specific unacceptable practice by sworn staff and given a recommended alt ernative practice. B. If a dispute arises, sworn st aff shall request a sworn super visor to respond to the location to medi ate the situation. 1. The sworn supervisor shall hav e the authority to implement t he solution that he/she determines to be appropriate for the given situation. C. If the work practice is criti cal to the immediate safety of staff or the security of the jail, in the opinion of the officer, the practice shall be stopped until a sworn supervisor resol ves the situation. D. Larger policy decisions impac ting more than one shift or reo ccurring situations shall be documented by the appropriate supervisor an d forwarded to the Assistant Divis ion Commander for resolution. The final determination will be made by the Division Commander. IV. Lost and Found Equipment A. Kitchen personnel shall verbally report the loss of any equi pment immediately to sworn custody staff and assist in a search for t he equipment if appropriate. B. Sworn custody staff shall start a search for the missing equ ipment. If the equipment is not immediately acc ounted for, he/she shall report the loss to a supervisor and take the following steps: 1. Summon additional staff to the location if necessary. 2. Remove all inmate workers fr om the area where the equipment was lost and coordinate the physical search of all inmates who had access to the area. a. If a strip search is necessary, it will be conducted in accordance with existing departmental policy. 3. All areas accessible to the above inmates shall be searched thoroughly. This minimally includes food carts, garbage cans, dumpster areas, etc. C. Sworn custody staff assigne d to the area where the equipment w a s noticed missing shall complete documentation that includes the circumstances surrounding the missing item or equipment, and ac tions taken by custody staff, and the resolution. D. The following documentation, whether or not the equipment wa s found, minimally includes: CORRECTIONAL SERVICES Page 3 of 3 11/04 (REV 7/07) MJ/RCCC 1. A Log book entry. 2. A “Watch Summary Log” (Green Sheet). 3. An Incident/Information Report. 4. An Inter-Departmental Corres pondence (IDC) to the supervisor . 5. An Incident Report Detail (PF-10) if a specific prisoner(s) are determined to be involved. 6. A Crime or Casualty Report if necessary. E. If civilian kitchen staff r eported the equipment missing, he /she shall also complete an Inter-Department Correspondence (IDC) to the Sergea nt explaining when, what, where and how the equipment was noticed missing. 1. Civilian kitchen staff shall ensure the appropriate entries are made in the inventory logs. Appendices: None Related Orders: None References: None
