Voluntary Employee Assistance Program
The purpose of this General Order i s to define policy and provi de information regarding
the Voluntary Employee Assist ance Program provided by this Depa rtment.
I. General
A. This Department recognizes that significant personal concer ns can affect
an employee’s job performance . Alcoholism, substance abuse, emotional
or adjustment difficulties, and work or family pressures may have a
negative impact on an employee ’s health. These problems can be
treated. B. By implementing an Employee Assistance Program (E.A.P.), th e
Department is encouraging employ ees who may have problems to seek
professional help. The employ ee who does so can be assured o f
complete privacy and confident iality. This program is availa ble at no cost
in addition to services avail able through the employee’s heal th insurance
p l a n . II. Eligibility
A. Regular full-time/part-time e mployees working a minimum of 20 hours per
week, and their family members, a re eligible to receive assis tance and
counseling through this program.
B. Eligible family members are defined as members of the above employees
immediate families consisting of and limited to: employee’s spouse;
employee’s or spouse’s childr en or adopted children who are u nmarried
and under the age of nineteen; and other unmarried children w ho are
under the age of nineteen, who ar e entirely supported by the employee,
and permanently reside in t he employee’s household.
III. Procedure
A. The Employee Assistance Pr ogram shall be coordinated by the Employee
Relations Officer who shall ens ure that program informational pamphlets
are freely available in each work location.
Page 2 of 2 11/02 (REV 4/95) B. Program counseling services shall be provided by an outside firm,
independent of the County. Progr am charges shall be made to the
Administrative Division comm ander without disclosure of progr am
participant’s identity. C. Employees shall contact the pr ogram provider directly utili zing the method
described in informational pamphlets. D. The employee Assistance Progr am offers each eligible employ ee and
immediate family member six hou rs of personal counseling per year at no
charge. IV. Related Services Available to All Employees, Not a Part of E.A.P.
A. Similar and/or extended cover age may be available through t he County
subsidized regular medical plans. Employees should review th eir
individual medical plans for detailed information or contact the employee
insurance section with the Sa cramento County Department of Pe rsonnel
Management. B. Counseling or other assistanc e may be available through the County’s
Safety Office where a personal p roblem may be a result of emp loyment
with this Department. For additional information under these
circumstances, the employee may contact the County Safety Off ice, the
Sheriff’s Employee Relations Offi cer, the Administrative Divi sion
commander, or the employee’s division commander.
C. Sacramento County offers, at no charge, an Employee Assista nce
Program designed to assist all County employees to overcome
alcohol/drug abuse.
