CORRECTIONAL SERVICES Page 1 of 4 10/01 (REV 7/07) MJ/RCCC OPERATIONS ORDER Health Care Services The purpose of this Order is to provide an overview of responsi bilities for health care services to include medical, den tal, and psychiatric services a t the Main Jail and the Rio Cosumnes Correctional Center (RCCC). I. Policy The Main Jail and RCCC shall ensure provisions of emergency and basic health care services and psychiatric services are available to all prisoner s pursuant to Article 10 of the California Code of Regulati ons. This order is not intended to replace approved health care policies and procedur es for the delivery of service s and treatment. II. Administrative Structure of C orrectional Health Services (C HS) A. The Chief of Correctional Health Services is responsible for administrative decisions affecting medical and dental services and shall repor t to the Chief Deputy of Corre ctional Services. B. The Correctional Health Services Medical Director shall be r esponsible for overseeing the delivery of medica l and dental care services and shall report to the Chief of Correct ional Health Services. C. The Director of Nursing is r esponsible for all decisions per taining to nursing and the direction and supervision of all nursing staff and shall report to the Chief of Correct ional Health Services. D. Regular meetings organized a nd scheduled by the Medical Dire ctor and Director of Nursing shall be conducted to discuss and review th e health care delivery system and heal th care environment. 1. The division commanders or designee, custody staff, medical and Jail Psychiatric Services (J PS) staff shall participate. 2. The topics discussed shall be documented and submitted to th e Sheriff or his/her designee and s hall address the effectiveness o f the medical care delivery system processes, a review of any environmental factors which are substandard, changes implemented during the last r eporting period, recommended changes, and quarterly statistics. CORRECTIONAL SERVICES Page 2 of 4 10/01 (REV 7/07) MJ/RCCC III. Administrative Structure o f Jail Psychiatric Services (JPS ) A. The Clinical Director of Jail Psychiatric Services shall be a board certified psychiatrist responsible for the delivery of mental health trea tment services to prisoners. B. The Clinical Director shall a ssist staff in resolving clinic al problems and report directly to the Chairman of the Department of Psychiatry at the University of California, D avis Medical Center (UCDMC). C. The Program Manager for Jail Psychiatric Services shall be r esponsible for supervising mental health st aff in the delivery of program services, for facilitating the resolution of clinical and administrative prob lems, and for maintaining a line of communication with the Clinical Director and Chairman of the Department o f Psychiatry at UCDMC. IV. General Information A. Medical staff shall make effort to comply with the most curr ent Accreditation Standards of the Ins titute for Medical Quality, C alifornia Medical Association. B. Matters of medical/dental j udgment and mental health care ar e the sole province of the responsible appropriately licensed health care provider. C. When prisoners are tr ansferred between the Main Jail and RCCC (inter- facility transfers, FATRN), the prisoners medical records will also be transferred within eight (8) hour s of his/her arrival at the fa cility. D. Prisoners shall not be used for medical, pharmaceutical, or cosmetic experiments. E. Prisoners shall not be used for performing direct patient ca re services, scheduling health care appointments, determining access of pris oners to health care services, handling or having access to surgical ins truments, syringes, needles, medications, or health records, or operating diagnostic or therapeutic equipment. F. Quarterly meetings and necessary communications with the cus tody staff shall be maintained to ensure awareness of the general health c onditions of the prisoners. G. Correctional Health Service s shall determine adequate staffi ng levels and personnel requirements for providing necessary health care serv ices to prisoners. The Sheriff may adv ise and recommend service levels . H. Security regulations applicabl e to facility personnel also a pply to health care personnel. All appropriate state and federal licensing, certification, and registration requirements and restrictions apply to health care personnel. 1. The duties and responsibilities of health care personnel sha ll be specified by written job descriptions. J. Correctional Health Services staff shall render necessary li fe sustaining or first aid treatment to members of the custody staff in the even t they sustain an injury on duty. K. After medical staff has rendered treatment, the employee sha ll be encouraged to seek further medical aid from private sources acc ording to the provisions of the California Workman’s Compensation laws. L. If necessary and appropriate, transportation to the nearest medical facility shall be provided to the injured employee. V. Correctional Health S ervices Responsibilities A. Medical staff shall evaluate the health care needs of prison ers and provide the treatment necessary to prev ent deterioration, and improve t he condition of injuries or illnesses at the time of booking and t hat arise during incarceration. B. CHS staff shall provide tw enty-four (24) hour health screeni ng of all arrestees in a timely manner p rior to the prisoners booking.
