Centralized Investigations Div ision P age 1 of 5 1 /17 (REV 6/16) Centralized Investigations Divisi on Detective Training Program The purpose of this order is to o utline the training plan for C entralized Investigations Division personnel. I. GOAL The Centralized Investigations Division recognizes our personne l are the greatest resource for delivery of “Service with Concern.” In o rder to achieve the maximum delivery of service, personnel must be adequately train ed and competent in their specific assi gnments. Their skills must con tinually be evaluated and enhanced. Division Motto: The Centralized Invest igations Division will provide a continuity of service c onducting specialized and innovative investigations that reach conclusions which m eet the needs of our community. II. OVERVIEW The Detective Training Progr am has been designed to provide an on-the-job learning experience for both entry level detectives as well as continuing development for senior detective s. The intent of the entry lev el program is to conduct basic or generalized traini ng which is applicable to al l investigative assignments in the Centralized Inve stigations Division. The fo cus of the training shall be on the basic “core” pr ogram rather than on the special ized or specific training peculiar to each bureau. A training officer(s) shall be a ssigned to work as a partner wi th each new detective. The traini ng officer(s) shall offer instruction des igned to help each new detective attain proficien cy in their new assignment. A. Entry Level Basic (Core) Tr aining: Each new detective may b e assigned for basic training to any bureau within the division: i.e., co re training may be conducted in any bureau. Specia lized bureau training may be conducted along with and/or cont inued after the basic training. Training officer(s) assigned to each burea u shall be designated to work as partners with each new detective. They sha ll offer instruction and insi ght during the training phase of the program. Program Duration: It is ant icipated (less bureau specific t raining) that an average of one to two months may be needed to complete the basi c core training. Each new detective’s p rogress shall be closely monit ored, and the learning domains signed off b y the Bureau Sergeant and the training officer(s). If the training proc ess is not progressing as plan ned, an effort shall be made to determine the c ause for the delay by the train ing officer, Bureau Sergeant and Assistant Commander. C. It shall not be a requiremen t for a new detective to work wi th a specific number of training offi cer(s) to successfully complete the basi c program. However, depending on the needs of the trainee, the training of ficer(s), and Bureau(s), a new detective m ay be assigned to work with mor e than one training officer during the training process. D. Once a new detective has su ccessfully completed the basic tr aining program, and is thereafter assi gned to another bureau, the new detective shall not be required to repeat t he core training program, but will be required to complete bur eau specific training. E. Upon completion of the core and any subsequent bureau specif ic training, a letter of completion indica ting the detective trainee has met the minimum standard of training and demonstr ated understanding and profici ency will be placed in their division file. III. DUTIES AND RE SPONSIBILITIES A. The Commander will assume m anagement responsibility for the service and activities of the Centralized Investigations Division. B. The Assistant Commander wil l assist the Commander with the management responsibility for the service and activities of the Centralized Investigations Division and ensur e the training needs are met a nd shall: 1. Identify core training nece ssary for personnel within thei r bureaus that meet mandated guidelines fo r basic competency within assignments. 2. Identify optional updated tr aining or specialized training which enhance personnel skill levels above the basic level. 3. Recommend appropriate budge t for both core and optional tr aining needs anticipated each year. 4. Assign bureau personnel to trai ning while considering the following needs: improvement, competency levels, dedication and motivation. Review all training and trav el requests for accuracy in meet ing the stated needs and budgetar y considerations. 7. Recommend approval for tra ining requests to the Commander, a s well as recommending alternativ es for requests which do not mee t budgetary considerations. C. Division Training Coordinator shall: 1. Act as the Division Training Coordinator by researching ava ilable training courses and making the information available to Burea u Sergeant(s) and the Assistant C ommander; responsible for the registration of all training c ourses for personnel approved by the Commander; maintai ning and updating pers onnel training records . D. Training Progr am Coordinators 1. The Detective Training Pr ogram Coordinator(s) shall be the Detective
