Court Security Division Page 1 of 3 1/06 ( REV8 /20) General: Assignment Bidding The purpose of this Operations Order is to establish the policy and procedure by which personnel within the division are able to bid for positions and assignments that are vacant at all Sacramento County Superior Court facilities. I. Policy A. The selection of personnel for specific work assignments within the Court Security Division is based on several factors. Although length of service in a clas sification (seniority) is weighed heavily in the selection process, it is not the sole criteria for final selection. II. Vacancy Notification A. As assignment vacancies occur, the Administrative Sergeant is responsible for notifying all Court facilities. B. The Administrative Sergeant shall disseminate bid sign -up sheets that include: 1. The position/assignment being offered. 2. Any special licenses or certifications required. 3. The date the bid will close. a. Bids shall be posted for 7 days . 4. The date the expected position/assignment will be filled. C. The Administrative Sergeant shall coordinate the posting of the bid sign - up sheets with all the facility sergeants. 1. The facility sergeants shall be responsible for: a. Posting the bid sign -up sheets b. Removing the bid sign -up sheets at the close of the bid c. Delivering the bid sign -up sheets to the Administrative Sergeant. Court Security Division Page 2 of 3 1/06 ( REV8 /20) III. Selection Process – General A. Only personnel who have successfully passed Court Security training are authorized to bid for vacant positions. B. The Administrativ e Sergeant shall compile a list of candidates from the bid sign-up sheets for the Assistant Commander. The list will include: 1. Name of each prospective candidate 2. The seniority of each prospective candidate 3. The work history of each candidate C. The Assistant C ommander will confer with the Division Commander to determine the best suited candidate for the assignment. D. In the event no personnel bid for a posted vacancy, the position will, by default, be filled by the “new” employee transferring into the division. E. Although all qualified personnel are allowed to bid on vacant positions, regular, full time deputies shall have preference over reserve deputies for filling those positions, where practical. 1. Any variation to this rule is left to the discretion of the Divisi on Commander to best meet the needs of the Department. a. Authorized per SCDSA Labor Agreement, Section 15.6 IV. Selection Process – Bailiff Assignments A. Bailiff positions will be posted for personnel to bid on following the same procedures listed above. 1. Reserve d eputies are not authorized to bid for bailiff assignments. B. Once the bid has closed, the Administrative Sergeant will coordinate with the judge, commissioner, or referee to meet with each prospective candidate. C. Final appointment of bailiff personnel is subj ect to the approval of the judge, commissioner, or referee. 1. With the concurrence of the Division Commander based on the needs of the Department. 2. Government Code §26638.8(b) D. In the event a judge, commissioner, or referee is reassigned to another facility, the bailiff will follow the judicial official if all of the following apply: Court Security Division Page 3 of 3 1/06 ( REV8 /20) 1. The judicial official requests the bailiff to follow. 2. The bailiff requests to follow the judicial official to the new assignment. 3. There is a bailiff vacancy at the newly assigned facility. a. Personnel will not be “bumped” to another facility to accommodate judicial reassignment.
