Correctional Services Page 1 of 5 1/04.0 (Rev 4/16) Work Release Division OPERATIONS ORDER Personnel Conduct Guidelines The purpose of this Order is to p rovide guidelines that reflect the personnel conduct expectations of Work Rele ase Division employees. I. General Overview Sheriff’s personnel shall conduc t themselves in a professional manner at all times. All personnel shall be familiar with and adhere to the policies and procedures of the Sheriff’s Depar tment and the Division which y ou are assigned to. II. Reporting for Duty A. General 1. All personnel are expected to comply with Department Groomin g standards set forth in General Order 4/01 and the Department’s Uniform Manual. 2. All personnel are expected to a rrive on time for beginning o f watch and review the daily schedule for their assignment. 3. All personnel are expected to have all relevant duty equipme nt available to effectively comp lete their assigned shift. 4. All personnel, unless excused by a supervisor, must remain o n duty until their tour of duty is ended. B. Illness Notification 1. Personnel are requi red to notify the supervisor or lead offi cer as soon as possible, preferably f our (4) hours prior to beginning of watch, if they are ill or unable to work (General Order 15/02). C. Change of address/phone 1. All personnel who change t heir address, phone number, or emergency contact shall notify t he Division Secretary and the Department Personnel Office withi n five (5) working days. Such Correctional Services Page 2 of 5 1/04.0 (Rev 4/16) Work Release Division notice shall be made using the Employee Status/History Form 7400-128. D. Use of Alcohol and/or Prescription Drugs 1. Division personnel shall repor t to work in a sober condition and remain so while on duty and co mply with General Order 1/18. 2. Personnel shall not possess, u se, or attempt t o bring alcoho lic beverages to any work site. III. Working the Shift A. Monitor participants 1. Officers shall be alert and obs ervant at all times, paying s trict attention to the actions of all participants, when assigned to any work site. 2. All personnel monitoring parti cipants shall be familiar with all rules and policies governing the participants conduct. B. Participant disciplinary action 1. No person shall use their o fficial capacity to render either punishment without due process or preferential treatment upon a ny participant. 2. In the event disciplinary ac tion is necessary, personnel wil l follow those procedures instituted to c over such action (Operations Or der 4/03.0). C. Pat down searches 1. “Pat down” searches shall be co nducted by officers of the sa me sex as the participant, whenever possible. 2. If an officer of the same sex is not immediately available, the participant may be reasonably held until such an officer is ava ilable. 3. A cursory “pat down” may be performed by an officer of the opposite sex if no other alt ernative is possible. D. Gratuities prohibited 1. Personnel are prohibited from accepting gratuities within th e scope of their employment dutie s (General Order 20/01). Correctional Services Page 3 of 5 1/04.0 (Rev 4/16) Work Release Division E. Removing County property 1. Personnel shall not remove C ounty property from the facility without the express permission o f the Facility Commander. F. Confidential information 1. Information of a confidential nature contained in CLETS, the CJIS program, records and files of the Sacramento Sheriff's Departme nt are protected by law and, theref ore, not to be accessed, disclo sed or disseminated unless authorized by law and in performance of official duties. G. Complaints against employees 1. Citizen or participant complai nts against any employee or personnel shall be documented in a ccordance with General Order 3/01. IV. Participants/Staff Relationships A. General 1. In general, inmate par ticipants can be m anipulative and are routinely on the lookout for a various ways to compromise the integrity of our staff and the duties related to our overall mi ssion. B. Personal matters 1. Do not discuss with any parti cipant any personal matters concerning yourself, any other member of the Work Release Facility, their families, or abou t another participant. This i ncludes, but is not limited to: a. The giving out of per sonal telephone numbers and addresses b. Discussing with participant s family matters regarding yourself, other staff member s, or other participants. Refer to General Order 7/03, C ontrol of Employee Personal Information. C. Participant legal problems 1. Do not discuss with participant s their criminal legal proble ms unless it is necessary to do so as a re sult of your official duties. Non-sworn personnel shall not i ntervene in any way with any dispute involving Work Release participants or deputies unless specifically requested to do so b y a deputy who
