Correctional Services P age 1 of 4 1/02 (REV 7/15) MJ/RCCC OPERATIONS ORDER Command and Responsibilities The purpose of this Order is to outline which personnel are on duty for the following: any and all inmate emergencies and the implement ation and opera tion of all programs and activities required by state r egulations. Additionally thi s order shall contain a table of jail organization and a guide ou tlining channels of communic ation. This order is for informational purposes only, and shall not be considered to be policy. The details and positions described herein are subject to change. I. Command Supervision and Staffing A. Division Commander Each Correctional Division is headed by a Sheriff's Captain who se title is Division Commander. T he Commander, under the direction of the Chief Deputy for Correctional and Securi ty Services, exercises comple te control of the division, its employees , and prisoners. The Commander i s responsible for the health, welfa re, and safety of all persons housed in the facilities of the Correctional Center. The Division Commander, or his/her designee, will be responsibl e for inspections and operations of the facility. The Division Commander, or his/her designee, will annually revi ew, evaluate, and document internal and external security measures of the facility. B. Assistant Commander The Assistant Commander, a Sheri ff's Lieutenant under the direc tion of the Commander, ensures that order s and directions are dissemina ted and carried out. The Assistant Comm ander exercises supervision and control over the Support Staff (Fiscal, Tra ining, Projects, Social Work ers, Recreation Staff, etc.), and coor dinates personnel assignments and the budget. The Assistant Commander als o supervises the Adminstrat ive/ Training Sergeant. The Assistan t Commander assumes command at the direction of, and in the absence of, the Commander. C. Operations Commander (Main Jail Division) Correctional Services P age 2 of 4 1/02 (REV 7/15) MJ/RCCC The Operations Commander, a Sher iff’s Lieutenant under the dire ction of the Commander, interacts with all four shifts to insure operati onal consistency and coordinates the im plementation of new policy, procedures, and improvement and m odification of existing progra ms at the direction of the Commander. The Operations Commander also supervises the Operations Super visor and Projects Officer. C. Watch Commanders The Watch Commander, a Sheriff' s Lieutenant on each watch, unde r the direction of the Commander, exerc ises supervision and control o ver all employees assigned to their watc h, and all inmates housed in th e jail while they are on duty. D. Administrative/Training Sergeant The Admin/Training Sergeant w orks under the supervision of the Assistant Division Commander and/ or the Operations L ieutenant for the div ision to coordinate all training, includi ng the jail training program fo r new officers. The Admin/Training Sergeant maint ains division forms, Operation s Orders, fire and armory equipm ent, and assists with personnel assignments and issues. He/she al so directly supervises the T raining Coordinator, Law Library Office r, Safety Officer, Facility Main tenance staff, and other authorized positions. E. Operations Supervisor The Operations Supervisor, a S heriff’s Sergeant under the direc tion of the Operations Commander, interacts with all four shifts to insure operational consistency and coordinates the im plementation of new policy, procedures, and improvement and m odification of existing progra ms at the direction of the Operations Co mmander. He/she also coordinates construction and remodeling, faci lity maintenance, and special projects. The Operations Supervisor also d irectly supervises the Project Officer, medical transport officers, and long haul officers. G. Intelligenc e Unit Supervisor The Intelligence Unit Supervisor works under the supervision of the Assistant Commander to coordinate the classification officers, gang/ intelligence officers, and t he shakedown enforcement team. H. Shift Supervisors The Shift Supervisors, staffed by Sheriff's Sergeants on each w atch, are assigned to each area of the ja il under the direction of the Wa tch Commander. They are responsible for direct supervision and con trol over all employees assigned to that a rea and are responsible for all inmates housed in that facility. Shift Deputies Shift Deputies are Deputy Sheriffs and Reserve Deputy Sheriffs who are directly responsible to the Shi ft Supervisor or Administrative Sergeant for receiving, processing, transpor ting, feeding and housing of inm ates within their respective facilities. T here are various additional posi tions staffed by Shift Deputies: Projects Offi cer, Gang Intelligence Officer, C lassification Officer, Sheriff’s Training Offi cer, Line-Up Officer, Laundry O fficer, Law Librarian, Kitchen Officer, Pr operty Officer, Archive Officer, Cleaning Crew Officer, Division Safety Officer , Safety Officer, Armory Attend ant, Custody Emergency Response Team Leader/Of ficer, Commissary Officer or o ther authorized position.
