Correctional Services P age 1 of 3 9/02 (REV 4/12) MJ/RCCC OPERATIONS ORDER Facility Sanitation and Cleanliness The purpose of this Order is to outline the procedures to maint ain a sanitary environment at the Main Jail and the Rio Cosumnes Correctional Center (RCCC). I. Policy Cleanliness will be maintained in all areas of the facility by staff, prisoners, and by utilizing Inmate Worker Cleaning Crews and/or General Services as appropriate. Cleaning supplies and equipment will be stored in designated se cured areas which are not readily accessible by prisoners. Under both Federal and St ate health and safety guidelines, all shift floor officers, booking personnel, laundr y personnel, and kitchen personnel shall maintain a daily inventory log of all cleaning supplies in their work areas. II. Housing Unit Cleanliness A. Every capable prisoner is res ponsible for daily cleaning of his or her immediate living area. Housing unit prisoner (“pod”) workers a re responsible for cleaning common ar eas and/or other cleaning dut ies as required by housing unit staff, i ncluding outdoor recreation ar eas. B. Daily inspections of housing units should be conducted by sw orn staff to ensure the cleaning tasks are pr operly and thoroughly completed . C. Prisoners shall not be physically forced to work or clean. If a prisoner refuses to work or clean, the supervising officer will warn the prisoner of the disciplinary penalties for failure to work or clean. 1. If the prisoner still refuses to work or clean, he/she may b e subjected to disciplinary acti on and/or removal from prisoner w orker or housing unit “pod” worker st atus in accordance with the disciplinary process. III. Housing Unit Control R ooms and Limited Access Areas A. Housing unit staff is responsible for keeping the control ro oms in neat order. This includes cleaning co mmon areas within the control room. Trash will be removed each shi ft and confidential waste dispose d of properly. Trash will not be thrown into the large trash bin in the hou sing unit if it contains any item which may pose a threat to the facility or staff if a prisoner was to become in possession of the item. B. Under no circumstances are prisoners allowed into a housing uni t control room to clean or empty the trash or for any other reaso n. C. Custody staff or General Servi ces will be responsible for th e housekeeping of areas where prisoners are not allowed. IV. Cleaning Supplies and Equipment A. All cleaning supplie s and equipment will be secured in desig nated areas of the facility and/or housing units that are not readily availabl e to prisoners. 1. Supplies and equipment stor ed in one area generally is meant to be utilized for that specific area and not “borrowed” for other ar eas if refills and/or repl acements are needed. B. Prisoners will not have acce ss to cleaning supplies and equi pment except under the direction of custody staff. Prisoners are not allowe d to store cleaning supplies/equipm ent in their cells. C. The Cleaning Crew Officer and/ or custody staff using or supe rvising the use of the cleaning supplies and equipment will be responsible for maintaining adequate cleaning supplies, maintaining a daily inv entory of all chemicals and equipment, and ensuring the equipment is in g ood working order. D. At the Main Jail , requests for additional suppl ies and equipment shall be made through the Fiscal Office. E. At RCCC , requests shall be submitted to the RCCC warehouse. V. Prisoner Cleaning Crews A. Prisoner Cleaning Crews shall be responsible for waste dispo sal, cleaning, and general housekeeping of designated areas of the f acility. They may also be responsible for additional duties as needed an d/or requested by custody staff. B. Prisoner Cleaning Crews wil l be supervised by the Cleaning C rew Officer at all times while conducting hi s/her duties. Only sentenced p risoners serving county time will be assigned to cleaning crews. 1. Custody staff assigned to inmate worker housing units will b e responsible for the assignment o f prisoners to the Cleaning Cre w. Correctional Services P age 3 of 3 9/02 (REV 4/12) MJ/RCCC 2. Custody staff assigned to super vise the cleaning crew will g enerally be permitted to make the final decision to accept or release a particular worker for the specified work crews.
