OPERATIONS ORDER
Maintenance Equipment Accountability
The purpose of this Order is to outline the procedures for the control and accountability
of all equipment, culinary utensils, tools, and mechanical equi pment available for use at
the Main Jail and the Rio Cosumnes Correctional Center (RCCC.)
I. Policy Statement
Correctional personnel using or issuing any equipment, tools, a nd mechanical
equipment shall maintain constant control and account for all i tems used or issued at
the beginning and ending of their shift. It is important to ke ep an accurate account of
potentially dangerous items to help ensure the safety of staff and inmates.
II. General Responsibilities
A. Potentially dangerous equipment, utensils, tools and mechani cal
equipment are used daily at various job sites by inmates and st aff. The
job site supervisors at each job site are responsible for the c ontrol and
accountability of all tools st ored and utilized at their site.
1. Job site supervisors may inclu de sworn or civilian staff.
B. An accountability procedure fo r the tools at each site shall be established
and maintained. This accountability procedure shall be reviewe d and
approved by job site supervisors semi-annually.
C. Each job site supervisor shall keep a current inventory of a ll tools and
mechanical equipment.
D. All job site supervisors shall issue all equipment needed fo r a particular
event. The job site supervisor will ensure the return of all e quipment at
the end of each inmate job assignment.
E. Any employee or inmate not p racticing proper equipment use o r control
shall be verbally advised of the specific unacceptable practice by the job
site supervisor and given a reco mmended alternative practice.

III. Equipment, Tools, or Mechani cal Equipment Control Disputes
A. If a dispute arises, staff shall request a sworn supervisor to respond to the
location to mediate the situation.
1. The sworn supervisor shall hav e the authority to implement a
solution that he/she determines to be appropriate for the given
situation.
B. In the opinion of sworn staff, if the wo rk practice is criti cal to the immediate
safety of staff or the security of the facility, the practice s hall be stopped
until a sworn supervisor re solves the situation.
C. Larger policy decisions impac ting more than one shift or reo ccurring
situations shall be documented by the appropriate supervisor an d
forwarded to the division commander for resolution and final determination.
IV. Lost and Found Equipment
A. Job site supervisors recognizing equipment is missing shall verbally report
the loss of any equipment immedi ately to the sworn officer assi gned to the
area. The sworn officer shall start a search for the missing e quipment.
1. If the job site supervisor is a deputy, the deputy shall rep ort the loss
to a sworn supervisor after a search of the area is conducted.
B. If the item is not found the sworn supervisor shall assign s taff to seal off
the area and conduct a thorough search.
1. Inmates who had access to the area when the equipment was lo st
shall be searched.
2. Staff shall ensure that the garbage cans are searched.
C. The officer assigned to the area where the equipment was not iced missing
shall make appropriate ent ries in his/her logbook.
D. The supervisor may require add itional documentation be compl eted. The
documentation may in clude the following:
1. An Incident Report with a report number.
2. A PF-10 Incident/Information Report

MJ/RCCC 4. An IDC from the staff member who noticed the item missing. The
IDC will contain what, when, where, and how the equipment was noticed missing.
E. If the particular piece of equipment is found, it will be in spected for
damage and returned to the invent ory if appropriate. If damage d is noted,
it will be documented and the damaged item will be given to the safety
officer.
