OPERATIONS ORDER
Smoking Ordinance
The purpose of this Order is to c omply with the Sacramento Clea n Indoor Air and Health
Protection Ordinance, at the Main Jail and the Rio Cosumnes Correctional Center
(RCCC). This policy is applicable to em ployees, visitors, and inmates .
I. Smoking Regulations
A. County Health and Sanitation Code 6.84.110 (1990) prohibits smoking of
any tobacco product in a County owned building.
B. County Health and Sanitation Code 6.84.060 regulates smoking o f a n y
tobacco product in other public p laces (sidewalks, parks, resta urants, etc.)
II. Policy for Compliance with County Codes
A. No person shall light, smoke, or allow to be lit or smoked a ny product
within any building or structure on the Main Jail or RCCC facility.
B. Smoking will be permitted in designated areas only.
C. For safety reasons , no person shall:
1. Light, smoke or allow to be lit or smoked, any product withi n fifty
(50) feet of any building or structure within the Main Jail or RCCC
facility where flammable liqui ds are stored or in use.
2. This specifically includes pla ces where gasoline, paint or o ther
volatile products are stored or in use.
D. Under no circumstances will inmates be permitted to smoke an y cigar,
cigarette, weed, or plant as def ined in the County Health and S anitation
Code 6.84.045.
1. Inmates will not be allowed to purchase, possess, or use tob acco
products and/or smoking parapher nalia such as rolling paper,
matches, lighters, or any other i tem to make or light cigarette s.

MJ/RCCC III. Policy Enforcement
A. The following corrective measures may be taken when any Sher iff’s
Department employee or other per son sees a violation of the abo ve policy:
1. The offender shall be immediat ely asked to cease the objecti onable
conduct.
a. If the verbal request is ignored or if the observer deems it
necessary, a Sheriff’s Sergeant or other Sheriff’s Department Supervisor/Manag er shall be notified.
b. The Supervisor notif ied has the option to:
(1) Issue a verbal war ning to the offender.
(2) Document the incident. If the offender is an
employee, the documentation should be forwarded to
the offender’s supervisor.
(3) Have a sworn peace officer cite the offender. (4) Any combination of the above.
(a) Any violation of thi s order on the part of an
inmate is grounds for disciplinary proceedings under the Regulations of Inmate Conduct (Inmate Handbook).
