CORRECTIONAL SERVICES Page 1 of 6 9/04 (REV 08/02) MJ/RCC HAZARDOUS MATERIALS CONTROL Purpose This Order will provide the pr ocedures that shall be followed f or handling, storing, and maintainin g hazardous materials at the M ain Jail. This Order will also provi de procedures to follow in the event of injury or illness to jail occ upants due to hazardous waste spil ls or other forms of accidental contact. Policy Only those hazardous materials necessary for the operation of t he Main Jail shall be stored in the facilit y. The procedures regardi ng the handling of these materials shall comply with all applic able laws and regulati ons governing their use in this facilit y. The followin g are exam ples of these products.  Bleach  Disinfectant Deter gent  Acrylic Floor Wax  Personal Insecticide  Hand Cleane r CORRECTIONAL SERVICES Page 2 of 6 9/04 (REV 08/02) MJ/RCC Procurement Procedures The Fiscal Officer shall be respon sible for procuring and maint aining a sufficient su pply of needed hazardous material on site. Facility staff needing additional hazardous material will conta ct the Fiscal Officer. The Fi scal Officer in consultation with the Exe cutive Lieutenant shall authorize or den y requests for such materials. When ordering hazardous material, the Fiscal Officer shall requ est a Material Safet y Data Sheet (MSDS ) be delivered with the material. NOTE: In addition, the Fiscal Officer may order an amount of any special material needed to neutra lize the hazardous material in case a spillage occurs. Receiving and Storage Procedures The MSDS received with the mate rial will be processed as follow s.  One copy shall be placed in the Fiscal Officer’s “Hazardous Materials Inventory File”  One copy shall be placed on a bul letin board in the Central Supply Warehouse (or wherever the material is stored). This cop y will state the exact location w here the material is stored. The MSDS will list other subst ances that when mixed with the hazardous material, will produce an even more hazardous materia l. These products, as described on the MSDS, shall not be stored i n close proximit y (i.e., bleach and ammonia ). All hazardous materials shall be stored in their original conta iners and in accordance with its MSDS recommendations. The use of secondary containers shall be pr operly labeled with the materia l identity and the hazar d warning statement and must meet the re quirements of the MSDS. CORRECTIONAL SERVICES Page 3 of 6 9/04 (REV 08/02) MJ/RCC Inventory and Issuance Procedures The Fiscal Officer shall maintain a “Hazardous Materials Invent ory File”. The Fiscal Officer shall advise th e Executive Li eutenant in wri ting and the Jail Commander or desi gnee shall file an “Acutely Hazardous Materials Registrati on Form” with the Sacramento Fire Department if any of the follo wing conditions exists. The facility is storing a quantity of any hazardous material wh ich is equal to, or greater than:  A total weight of 500 pounds, OR  A total volume of fifty-five (55) gallons, OR  200 cubic feet Fiscal staff shall issue hazardous materials from the Central S upply Warehouse, Monda y throu gh Frida y, from 0800 hrs. to 1600 hrs. Use of Hazardous Materials Procedures Facility staff taking hazardous m aterials to work areas are responsible for the accountabilit y of the materials. Any work areas or assignments w here hazardous materials are frequently used, (i.e., Laundry, K itchen, etc.) shall have a co py of the product’s MSDS posted on a bulle tin board in the work area and a co py on file. Staff members shall read the product label prior to use. Inmates shall only be authoriz ed to use these materials under d irect supervision of facilit y staff. All persons handling these materi als shall be provided with pro per safet y protection (i.e., e ye protection, masks, gloves, etc. ).
