OPERATIONS ORDER
Jail Industries
The purpose of this Order is to supplement existing procedures for the operation and
documentation of the Sacramento County Sheriff’s Department Jai l Industries Program
at the Main Jail and at the Rio Cosumnes Correctional Center (RCCC) as outlined in
Sheriff’s Department General Order 1/24 Jail Industry Program.
I. Mission and Program Selection
A. The mission of Jail Industries is to encourage prisoners to develop skills
and work experience which will enhance their ability to find em ployment
after release from custody, and to generate revenue for the Cou nty to help
offset the cost of incarce ration of the prisoners.
B. The program provides a meaningful training and work experien ce to
selected prisoners who volunteer to participate in such program s.
1. There are no arrangements for compensation or any other bene fits
to the prisoners other than double visits on the normal visitin g days.
2. Revenues generated by the program will be accounted for in a trust
fund as per the Sheriff’s Department General Order.
II. Program Selection
A. Jail Industry programs will be selected based on the value o f the training
to prisoners in terms of providing usable vocational skills as well as the
demand for services and products, allowing private individuals and
businesses to conduct programs which employ prisoner labor.
B. County staff, instructors from the Elk Grove School District Adult
Education Program, qualified vol unteers, and other persons as d eemed
appropriate may be assigned to s upervise prisoners participatin g in the
Jail Industries program.
C. An Advisory Board, appointed by the Sheriff, will be respons ible for review
of current and proposed Jail Industries Programs.

MJ/RCCC III. Jail Industry Select ion and Participation
A. Selection of prisoners for v oluntary participation in the Ja il Industry
Program will be accomplished in accordance with Operations Orde r 6/19,
Inmate Workers.
1. The shop supervisor or assigned staff will evaluate the pris oners
before acceptance in to the program.
2. Prisoners with unacceptable per formance histories, custody
problems or other dis qualifying problems sh ould not be accepted .
3. After acceptance into the pr ogram, continued good performanc e is
required for conti nued participation.
B. Shop supervisors will have aut hority to dismiss a prisoner f rom the
program at any time. The terminat ion may be for reasons includi ng, but
not limited to lack of adequate per formance, unruly behavior, a nd the need
to maintain a harm onious environment.
C. Based on the specifications e stablished by the shop supervis or who must
be mastered for beginning compet ency in the specified trade, a certificate
will be issued to the prisoner upon a discharge or reassignment if the
prisoner has met the qualificati ons and has completed the progr am in
good standing.
IV. Shop Safety and Security
A. Custody staff and shop supervisors for the project will be r esponsible for
supervising the work crews and w ill be responsible for maintain ing security
and safe operation in the shops.
1. Tools are to be stored on “shadow boards” and are to be retu rned
to their assigned location a t the end of each shift.
2. Any lost or missing tool must be accounted for before closure of
the shop. Custody staff shall be notified if a tool or material s cannot
be immediately located.
3. Appropriate measures of security shall be determined by cust ody
staff based on the tool or materials missing and the danger it poses
for staff and prisoners.
B. The shop supervisor shall be responsible for maintaining an inventory of
all hazardous materials, raw materials, final products, and ite ms of value
in the shops.
