CORRECTIONAL SERVICES Page 1 of 2 8/09 (REV 7/07) MJ/RCCC OPERATIONS ORDER Cost Recovery for Housing of Prisoners The purpose of this Order is to standardize the policy regardin g cost recovery for applicable costs of housing priso ners from outside agencies at the Main Jail or at the Rio Cosumnes Correctional Center (RCCC). I. Federal Billing A. The court coordinator is resp onsible for the initial process ing of the documentation used to generate bi lling for the housing of feder al prisoners to the United States Mar shal Service (USMS). B. USMS personnel are required to include a “Prisoner Remand or Order to Deliver and Receipt for United States Prisoners Slip” (41 slip) with the arrest package for federal prisoners. The completed forms will be returned to the court coordinator for processing and forwarded to the Sh eriff’s Administration for billing. II. State Billing A. Booking records staff are res ponsible for identifying bookin gs to be billed to the State of California per 4750 PC. The information will be delivered to the court coordinator. B. The court coordinator or booki ng supervisor will track the c ustody of state prisoners until they are transfe rred out of Sacramento County c ustody. The information will be compiled and forwarded to the Sheriff’s Administration for billing. 1. Registration of Participation: Parole Revocation Hearing for ms, California Youth Authority (CYA ) Detention Invoice forms, and Parole Hold and Detention Programs forms indicating the number of confinement days for prisoner s on parole will be completed e ach month. 2. Parole revocation hearings held at RCCC will include a room rental fee. The Parole Revocation Hearings form will also account for number of hours of room usage. 3. All of the information and forms regarding prisoners on paro le will be sent to the Sheriff’s Staff Fiscal Affairs Office for billin g to the California Department of Corre ctions and Rehabilitation. Medical bills incurred by par olees while incar cerated will b e billed to the California Department of Corre ctions and Rehabilitation by the Sacramento County Department of Health. III. Immigration Billing A. Booking personnel will ensure an “Order to Detain or Release Alien” From 1-203 is received in the arrest packet for subjects booked by I mmigration and Customs Enforcement (ICE) agents. B. The court coordinator will maintain a database using the sub mitted billing forms to track ICE prisoners, and the information will be forwa rded to the Sheriff’s Administration for billing. IV. Other Billings A. Cities housing prisoners in Sacramento County on city code v iolations only may be billed by the facility, but the cities will not nor mally be billed due to the insignificant am ount of revenue generated. B. Billing for change of venue and outside county prisoners wil l be done by the Sheriff’s Administration. Appendices: None Related Orders: None References: None
