CORRECTIONAL SERVICES Page 1 of 2 8/06 (REV 7/07) MJ/RCCC OPERATIONS ORDER Prisoner Services The purpose of this Order is to define the social services avai lable to prisoners at the Main Jail and the Rio Cosumnes Correctional Center (RCCC). I. Policy Social service programs will be provided which employ a wide ra nge of in-house and community resources to assist prisoners in solving personal and family problems and assist in their rehabilitation. II. Social Services A. Social services for prisoners include, but are not limited t o, the following: 1. Alcoholics Anonymous. 2. Individual and group counseling. 3. Religious and community services. 4. Substance abuse counseling. 5. Notary Public services. B. Social services may be limit ed or temporarily suspended by t he Division Commander. The Division Commander may temporarily or permanentl y exclude programs and/or persons fro m the facility to ensure the safety, security, and operation of the facility. C. Social services will not be provided to prisoners who are ho stile or argumentative with staff. D. Social workers, recreati on staff, and outside volunteers wil l adhere to the rules and professional conduct as outlined in the Department’s General Orders and Corrections Operations Orders. E. Social service workers are r equired to submit to a security screening in accordance with Operations Order s 1/07, Volunteer Program and 2 /07, Access to Facilities. CORRECTIONAL SERVICES Page 2 of 2 8/06 (REV 7/07) MJ/RCCC F. Social workers will not intercede with security or logistics considerations within the facility. G. Social workers will not deliv er mail, contraband, commissary , or messages between prisoners. III. Marriages A. Marriages for prisoners will be conducted at the Courthouse. B. The sole role of the Sheriff’ s Department will be to ensure the appearance of the prisoner at the designat ed time; other arrangements will be made by the prisoner or pri soner’s designee. C. Special decorations, food, or s pecial visitations are prohib ited. D. Prisoners may request informa tion regarding marriages from t he Social Worker. IV. Prisoner Voting A. The Recreation staff will be responsible for coordinating ab sentee ballot procedures for prisoners at the Main Jail and at RCCC . B. The week prior to election, t he Recreation staff will post n otice of the election and absentee ballot application procedure and a supply o f absentee ballot applications. 1. The Recreation staff will assi st prisoners registered to vot e in Sacramento County who desire to v ote in completing the necessar y paperwork. 2. The Recreation staff will co llect the completed ballot reque sts and make arrangements to deliver them to the County of Sacramento Voter Registration and Election by 1500 hours the day before election. C. The Recreation staff will pick up the ballots at the Voter R egistration and Election on Election Day before 0900 hours, and will make the n ecessary arrangements to have the prisoner s who wish to vote complete th e ballots in accordance with voting regulations. D. The Recreation staff will collect all the ballots and delive r them to the County of Sacramento Voter Regist ration and Elections by 1900 h ours on Election Day.
