CORRECTIONAL SERVICES Page 1 of 4 8/04 (REV 7/07) MJ/RCCC OPERATIONS ORDER Educational Services The purpose of this Order is to standardize the delivery of edu cational programs and services to prisoners incarcerated at the Main Jail or the Rio Cosumnes Correctional Center (RCCC). I. Policy The Main Jail and RCCC , through the Elk Grove Unifi ed School District (EGUSD), provide a variety of voluntary educational programs in an attem pt to equip prisoners for a productive reentry into the community. The EGUSD has the res ponsibility of ensuring that programs conform to statu tory mandate and professional sta ndards. II. Prisoner Participation and A ccess to Educational Programs A. Eligible prisoners housed in g eneral population or minimum s ecurity housing units will be allowed to participate in educational pro grams, except those who fail to abide by facility rules or pose a secu rity threat. For these prisoners, instructi ons may be done on an individual basis. B. Prisoners must have a minimum of sixty (60) days remaining o n his/her sentence to be considered for t he Education Program. If classe s are full, the prisoners name will be added to a waiting list. C. The availability of classe s offered is dependent upon the re sources of Elk Grove Adult Education and the cons traints of a particular housi ng location. D. Prisoners shall request educational services by submitting a n “Inmate Message Request (KITE)” to Adult Education. E. It is the responsibility of a teacher to contact the prisone r either personally on a regularly scheduled visit of the housing location or by re sponding to the prisoner via an “Inmate Mess age Request” informing the pris oner of when the class meets. F. Participation in educational programs is voluntary with the exception of a student’s literacy leve l as determined by the Comprehensive Adu lt Student Assessment System (CASAS). Prisoners who are assigned jobs that are a part of the vocat ional education program, are eligible t o have his/her work time certi fied by the education department. 1. A certificate is issued attesting to the time and skills acq uired in that field while the prisoner was incarcerated. 2. The Adult Education Department must be notified by the priso ner at least two (2) weeks prior to his/her release date in order to o btain the certificate. III. Educatio nal Programs A. The EGUSD provides a varie ty of educational programs geared to the needs of the prisoners. Programs ma y include, but are not limi ted to: 1. Vocational programs. 2. GED preparation program. 3. Adult basic education. 4. Literacy training. 5. Substance abuse and self -awareness classes. 6. Parenting. 7. Employability courses. IV. Educational Reading Materials A. Prisoners wanting to have educational reading materials sent to him/her from other than the publisher mu st submit an “Inmate Message Re quest”. The prisoner must be specific a s to what materials are requeste d. The housing unit officer should review the request and forward it t o the recreation supervisor. 1. The recreation supervisor may coordinate with the education supervisor in reviewing the request. 2. A copy of the granted or denied request will be included in the prisoner’s custody folder. 3. If permission is granted, and the materials are received, th e original request should be reviewed to ensur e the delivered materials ar e the same as the materials that were requested. If the materials received are substantially different than indicated on the request or if there is no request, the received materials shall be returned to sender. 4. Housing unit staff shall sear ch all materials for contraband and hard covers shall be removed before th e prisoner receives the items. 5. The prisoner may take the mate rial with him/her upon release . V. Read Out Program A. This pilot program is a join t venture between the Elk Grove Unified School District, the Sacramento Munici pal and Superior Courts, and the Sacramento Sheriff’s Departmen t. The “Read Out” program allows f o r time credits of up to twenty (20) days for sentenced inmates wh o successfully complete a course o f education while at a Sacramen to County Sherriff’s Department C orrectional Facility. B. The division commander is the final arbitrator for disputes arising out of this program. C. All interested inmates must meet the following minimum quali fications to be accepted into this program: 1. Have thirty (30) or more days remaining on their sentence. 2. Must be serving time on a m andatory minimum term of confinem ent required by law. D. The Elk Grove Unified School District Education Department w ill be responsible for the enrollmen t of students into the program. E. Student prisoners may earn ear ly release within the followin g rules: 1. In order to encourage individuals to improve their academic abilities and to provide an educational incentive to those who cannot be adequately represented in paragraphs VIII (1) and (2), an inmat e will be given one day off of a sentence for
