OPERATIONS ORDER
Inmate Message Requests
The purpose of this Order is to standardize the procedures for prisoners to communicate
his/her requests and for staff to respond to those requests in a prompt, consistent, and
reliable manner at the Main Jail and the Rio Cosumnes Correctional Center (RCCC).
I. Inmate Message Requests
A. “Inmate Message Request” forms or “KITES” are available in e ach housing
unit. Prisoners may use the forms for professional communicati on with any
correctional staff personnel, Dist rict Attorney, Public Defende r, probation
department, US Border Patrol, US Marshall, or other federal age ncies
housing prisoners.
B. “Inmate Message Requests” may be in the form of a dental (ye llow),
psychiatric (blue), or general req uest (white or white triplica te form.) KITES
are often generally used for routine information requests, dent al requests,
routine jail psychiatric requests , non-confidential, or non-eme rgency
communications.
1. However, on occasion emergen cy or confidential communication
may be contained on a general r equest form. Custody staff notic ing a
general message request has been used for these purposes shall forward the KITE to the appropriate staff.
C. It is the responsibility of the prisoner to obtain and prope rly fill out the
request form. Completed forms may be handed to housing unit cu stody
staff, placed in the housing uni t mail box, or given directly t o medical staff.
D. Corrections staff shall acc ept and read all request forms fr om prisoners and
shall respond in a timely and professional manner if it is with in the scope of
his/her duties. If the person receiving the message request is unable to
respond to the request, he/she sha ll forward it to the person m ost able to
respond to the request.
E. Personnel replying to a mess age request should confirm the p risoners
housing location and return the answered request in person or b y routing it
to the appropriate location.
