Field Services Page 1 of 2 06/14 (REV 1/04) Field Services Operational Outline The purpose of this order is to e stablish a guideline for the a pplication of the Field Services operational outline. I. General A. The Operational Outline is u sed by Field Services’ personnel to advice managers and supervisors from the a ffected division and personn el from other divisions of a pl anned tactical operation. 1. The Operational Outline is u sed when written notification of the operation is required by a manager or supervisor or when writte n notification would contribute to the safety of the personnel an d the success of the operation. 2. The Operational Outline is i ntended to be a concise document that is easily copied or faxed and co ntains the pertinent informatio n about the operation in an easy-to-read format. II. Procedure A. FORM COMPLETION – The Officer-in-Charge or his/her designee shall complete the Operational Outline as follows: 1. HEADING – Write all pertinen t information in the "Report #", "Start Time", "Est. End Time", "Connect R pt. #", "Officer-in-Charge", and "Division" boxes. 2. LOCATION/TYPE OF OPERATION – The location of the operation should include, if possible, the specific name of the location, the exact address or description of the location and the map coordinates. Place a checkmark next to the type of operation. 3. COMMAND POST – Write the lo cations for the Command Post and the Staging Area. Write the ta ctical channel(s) that will be u sed. 4. ADVICE – Place check mark(s ) next to the appropriate Divisio ns or units, signifying that they have been advised of the operation. 5. OTHER AGENCIES – Place ch eck mark(s) next to the other agencies participating in the operation. Field Services Page 2 of 2 06/14 (REV 1/04) 6. NOTES – Write a narrative exp lanation of the operation, incl uding any officer safety informati on, suspects, weapons, etc. Additi onal pages may be added if more detail is required. 7. TEAMS – Include a roster o f the personnel assigned to the operation in the lower portion of the form or on an additional page. The roster should be listed by te ams and their respective leade rs, if applicable. 8. APPROVING SUPERVISOR – U pon review of the outline, the approving supervisor shall sign and date the Operational Outlin e form. 9. ATTACHMENTS – Place a check mark next to "Attachments" if there are additional pages. B. DISTRIBUTION – The Officer-in-Charge (OIC ) or his/her design ee shall distribute copies of the Operational Outline as follows: 1. Fax a copy to the Communicati ons Bureau and make verbal advisement concerning the incomi ng fax to the C1 position. 2. Provide a copy to the affe cted watch commander(s). 3. Provide a copy to the affe cted division commander(s). 4. Place a copy in the affected division(s) patrol briefing fol der. 5. Fax a copy to the Media Office. 6. If mass arrests are anticipat ed, fax a copy to the affected jail facility and make verbal advisement concerning the incoming fax and the projected number of arrests. 7. Provide copies to any other affected division, bureau or com munity service center. 8. Provide copies to all involved personnel.
