CORRECTIONAL SERVICES Page 1 of 3 6/09 (REV 7/07) MJ/RCCC OPERATIONS ORDER Prisoner Movement Within a Facility The purpose of this Order is to standardize procedures for movi ng prisoners within the Main Jail or the Rio Cosumnes Correctional Center (RCCC). I. Prisoner Movement Procedures A. During the dress-in process and upon assignment to a housing u n i t , prisoners shall be informed of t he procedures for moving throug hout the secured areas of the facility fo r the protection of staff and p risoners and for the security of the facility. B. At the Main Jail , prisoners may typically move from one location to another within the facility without custody staff escort or res traints. Exceptions include: 1. Prisoners with medical/psychia tric conditions, classificatio ns other than general population, or prison ers posing a security threat, etc. 2. Prisoners who have complet ed the booking process will be escorted to his/her designated h ousing unit by custody staff. C. At RCCC , all medium and maximum security prisoners shall be escorted by sworn staff and restrained wh en moving throughout the facili ty. D. It is the responsibility of the escort staff to ensure each prisoner arrives at the predetermined destination. E. Prisoners classified as Total Separation (T-SEP) shall be es corted at all times by sworn staff when other prisoners are present or when l eaving the housing unit to attend court, medical visits, etc. F. Prisoners shall be instructed and are required to place his/ her hands in the front portion of his/her pants whenever: 1. Moving outside of his /her assigned housing unit. 2. In the presence of any per son other than another prisoner. 3. This requirement may be waiv ed due to medical conditions, necessity of carrying property, status as a sentenced inmate CORRECTIONAL SERVICES Page 2 of 3 6/09 (REV 7/07) MJ/RCCC worker, etc. Sworn staff will make the determination to waive this requirement. G. Where order must be maintain ed, such as during the housing l ocation process, other routi ne operations involving mass movement, or w hen applying restraint devices, prison ers may be directed to stand, sit, lay face down, or kneel facing a wall. II. Moving Prisoners to Another Housing Unit A. Prisoners who meet the eligib ility to remain in custody pend ing arraignment, further court appearanc es, and/or transfer from th e facility will receive a classification in terview to determine appropriat e housing. 1. At the Main Jail , prisoners will typically be assigned to a classification housing unit pendi ng a classification interview. 2. At RCCC , prisoners are processed and interviewed at intake. B. Classification staff shall co nduct the interview, determine the appropriate housing location, and initially c oordinate the relocation of th e prisoner to the new housing unit. C. Once a prisoner has been assigned to a housing unit, he/she will typically remain in place until the resolution of his/her case, transfer from the facility, or a classification review dictates otherwise. D. If a prisoner needs to be reclassified to another housing un it, housing unit staff shall: 1. Notify classification staff. 2. Complete a facility reclassification form and forward it to classification staff. E. Sentenced inmate workers sha ll not be allowed unsupervised o utside of his/her designated work areas. A staff escort is required if w orkers are needed to work outside the inner sec urity perimeter of the faci lity. III. Main Jail Elevator Procedures A. Each elevator has a capacit y of 4,500 pounds or no more than twenty (20) persons are allowed on an elevator at one time. B. Prisoners shall not be permi tted on elevator s with civilian personnel unless accompanied by sworn staff. The prisoner will be directed to f ace the back of the elevator with hands buried in the front of his/her waistband. CORRECTIONAL SERVICES Page 3 of 3 6/09 (REV 7/07) MJ/RCCC C. The Central Control elevator operator shall monitor the pris oner movement via closed circuit tele vision and by audio intercom lo cated in each elevator and in each sally port area. D. The Central Control elevator operator shall view the elevato r lobby over the closed circuit camera prior to opening the elevator cab doo rs to ensure that the lobby is clear before a llowing prisoners off the eleva tor. E. Elevators are not to be used to segregate prisoners for disc iplinary reasons. F. In an emergency situation the elevators may be used to tempo rarily hold staff or prisoners until the situation is contained.
