Correctional Services P age 1 of 2 6/08 (REV 1/12) MJ/RCCC OPERATIONS ORDER Court Pull Procedures The purpose of this Order is to standardize procedures for the processing of prisoners housed at the Main Jail and the Rio Cosumnes Correctional Center (RCCC) a r e appropriately accounted for prio r to and after a scheduled cour t appearance. I. Court Pull Procedures A. At the Main Jail, housing unit staff in each hous ing unit are responsible for printing a “Court Pull List Report” for all court types (i.e., COURT, CRTAD, FDCRT, FMCRT, JVCRT, and WTNES) to determine which prisoners ar e scheduled for court. 1. Night shift housing unit staff is responsible for generating the morning court lists and prepari ng the prisoners for court. 2. Day shift housing unit staff is responsible for generating t he afternoon court lists and preparin g the prisoners for court. B. At RCCC , booking staff is responsible f or generating the court lists a nd sending them to each housing unit. Custody staff at each housi ng unit is responsible for preparing t he prisoners for court. C. Prisoners scheduled for court ar e allowed to shower. Upon r equest male prisoners will be allowed to shave and female prisoners will be allowed access to cosmetology equi pment before court. 1. Night shift housing unit staff at the Main Jail and RCCC shall give a prisoner enough time to shower, shave and use cosmetology equipment before court. 2. Day shift housing unit staff at the Main Jail and RCCC shall give a prisoner enough time to shower, shave, and use cosmetology equipment before afternoon court. D. Housing unit staff shall make the appropriate computer notat ions in the Jail Inmate Management System (JIMS ) for all prisoners schedule d for court. Housing unit staff shall “ depart” the prisoners leaving for court at the time the prisoner(s) actually leave for court and “finalize ” the prisoner(s) upon return to the housing unit. E. If a prisoner(s) is leaving a custody facility to attend cou rt in a different building, custody staff shall apply the proper restraints for t ransport. Prisoners restrained solely for security reasons are not subject to Title 15, Section 1058 restraint device requirements. 1. The restraints may include a multi prisoner handcuff chain o r belly chain/shackle combination. Alt hough not preferred, handcuffs or other restraint devices may be used with supervisor approval. 2. Transport staff is responsible for segregating prisoners in the transport vehicle accordi ng to classifications. B. Housing unit/escort/transport staff shall place belly chains and leg shackles on all prisoners classi fied as total separation (T-SEP ) status, administrative segregation (Ad-Se g) status, high security statu s, and any other prisoner(s) deemed to pose a safety or security risk to t he facility or staff, such as inmates on discip line for assaultive or threaten ing behavior. C. For safety and security reasons all prisoners, other than ge neral population, shall attend court in t he t-shirt color of his/her classification. Housing unit staff shall ensure prisoners are in the required t -shirt color. D. Custody staff shall escort any belly chained/shackled prison er or prisoner wearing a colored t-sh ift to designated areas. 1. Prisoners in restraints shall not be left unattended in an a rea where other prisoners may have access to him/her. 2. Prisoners wearing a colored t-shirt shall not be left unatte nded with prisoners of different classifications. E. If a prisoner claims to be too ill to attend court, medical staff, court staff, and a supervisor shall be notified and a log book entry shall b e made. F. If a prisoner refuses to go to court, the refusal shall be l ogged in the log book. The prisoner will not be forced to go unless a court ord er dictates otherwise. 1. If a prisoner is ordered to court, a supervisor shall be not ified and the supervisor will determine t he course of action, up to and including a cell extraction. Any use of force will be in accor dance with Operations Order 2/1-Use of Force.
