Page 1 of 8 6/07 (REV 3/93) Class “B” Vehicle Operation The purpose of this General Order i s to identify those Departme nt vehicles requiring drivers to have special operator ’s licenses and to outline the policy and procedure for driver training and licensing, i nspections, maintenance, and re cord keeping functions to comply with the California Stat e Vehicle Code and California Co de of Regulations, Title 13, “Motor Vehicles.” I. For the purpose of this order, a Class “B” vehicle is define d as any vehicle listed under California Vehicle Code (CVC) Section 34500. II. The division commander is re sponsible for all command and a dministrative responsibilities arising out of the operation of Class “B” veh icles by the division. The division commander may appoi nt an employee to serve as div ision program administrator or “fleet manager .” The administrator will coor dinate the training and record keeping functions r equired by regulat ion, and will serve as the liaison between the division and the California Highway Patrol, Public Utilities Commission, and the Departm ent of Motor Vehicles. III. Driver Qualifications Employees designated by the di vision commander as Class “B” lic ensed operators shall have the follo wing minimum qualifications: A. A valid DMV Class “B” licens e with endorsements as required for vehicle. B. Valid medical ce rtificate (DL51A). C. Successful demonstration of p roficiency to a qualified trai ner in each type of vehicle they will operate. IV. Instructor Qualifications Employees designated by the divi sion commander as Class “B” veh icle driver trainers shall have the follo wing minimum qualifications: A. Valid DMV Class “B” license with proper endorsements (airbra ke, hazardous materials, passenger ) and medical certificate. B. Two hundred hours (or the equiva lent of six months full-time assignment) experience in the vehicle(s) i n which the training will be con ducted. Page 2 of 8 6/07 (REV 3/93) C. Successful demonstration of p roficiency to a qualified train er in the vehicle(s) in which they will train. V. Driver Licensing A. The division commander will det ermine and provide whatever t raining the Class “B” license candidate r equires, if any, to successfully pass the written examination(s) and obt ain an instruction permit. B. The division program adminis trator will arrange for the cand idate to be examined by a County physician fo r the medical certificate. T he candidate may elect, at his or her own ex pense, to go to a private physi cian for the e x a m . C. The division program adminis trator will ensure that an appoi ntment is made for the candidate with a DM V field office to take the wri tten examination. 1. No later than three weeks pr ior to the examination date, the program administrat or will submit the nam es of the candidates to be examined to the division pur chasing officer using the “Examination Fee” form ( 7422 Form 152, Appendix B). 2. The purchasing officer will s ubmit the form along with a cla im to the Auditor. The Auditor’s Office will issue a warrant payable to DMV and return it to the purchasing officer. The warrant will be hand- carried by the candidate to the examination. 3. If the candidate elects, he or she may pay the DMV fee out o f pocket and file a claim for reim bursement. To satisfy the Aud itor’s requirement, the candidate shoul d pay the fee in cash and rece ive a cash receipt. The purchasing officer will assist the candid ate in the preparation and subm ission of the claim. 4. Candidates must have all o f the following in their possessio n at the time of the DMV examination: a. County warrant or cash fo r the examination fee. b. Current driver’s license. c. Medical examination form (DMV Form DL51). d. Medical certificate card (DMV Form DL51A). e. Original Social Security c ard or recent payroll stub. Page 3 of 8 6/07 (REV 3/93) D. The division commander will det ermine and provide whatever t raining the Class “B” instruction permit holder requires, if any, to succe ssfully pass the DMV driving prof iciency examination and obtain a license. E. The program administrator will ensure that an appointment is made for the permit holder with a DMV field office to take the road profici ency examination. 1. Program administr ator will arrange for the permit holder to use a County-owned vehicle of the same type and class for which the license is desired. a. The program administrator will ensure that a driver qualifie d to drive the vehicle accompanies the permit holder. F. The division program adminis trator will document all driver’ s training on the Authorized Vehicle fo rm (7422 Form 151, Appendix A). VI. DMV “Pull Notice” Program A. Each division shall enroll in the Pull Notice Program admini stered by the Department of Motor Vehicles (CVC 1801.1). 1.
