CORRECTIONAL SERVICES Page 1 of 2 6/07 (REV 7/07) MJ/RCCC OPERATIONS ORDER Processing Prisoners Out of a Housing Unit The purpose of this Order is to standardize procedures for syst ematically processing prisoners out of housing units at the Main Jail and the Rio Cosumnes Correctional Center (RCCC). I. Housing Unit Staff Procedures A. Prisoners leaving a housing unit for any reason shall be sys tematically processed to so that the proper prisoner is being moved and can later be accounted for. B. Housing unit staff shall check the Jail Inmate Management Sy stem (JIMS) for releases at least once per hour during his/her assigned shi ft. C. Housing unit staff shall take the following actions if he/sh e is notified of a prisoner release, transfer, housi ng move, or extended removal f rom the facility: 1. Notify the prisoner to repor t to the housing unit control bo oth with his/her belongings. a. A reason should not be gi ven for the summoning. 2. Confirm the prisoner’s identity by asking personal questions and by comparing the prisoner’s face and personal descriptors to the locator card and wristband. 3. Log in the housing unit log book, the time, type of move, pr isoner’s name and X-reference number. 4. Enter the date, time, reason, and processing officer’s name on the prisoner’s locator card. The locator card will be delivered to t h e receiving staff by the prisoner or custody staff. 5. Depart the prisoner i n the JIMS system. 6. Remove the prisoner’s name fr om the housing unit locator boa rd. 7. Advise receiving staff o f the prisoner’s destination. CORRECTIONAL SERVICES Page 2 of 2 6/07 (REV 7/07) MJ/RCCC II. Law Enforcement Interviews and/or Removal From Facility A. The department recognizes that l aw enforcement personnel fro m our agency and other agencies may need to interview and/or remove prisoners from a facility from tim e to time. Consistent proced ures need to be followed in order to account f or the prisoner’s physical loc ation and safety. B. Law Enforcement personnel wis hing to interview a prisoner, w hether inside or outside the facility, shall abide by the procedures s et forth in Operations Order 2/07, Access to Facilities. C. If the interview is to be conducted within a housing unit, t he interviewer(s) will consult with housing unit s taff regarding any safety/secur ity issues prior to the interview. D. All interviews or removals will be logged by custody staff. The same procedures for confirming a pris oner’s identity prior to allowi ng a prisoner to leave a housing unit shall be followed. E. Any conflicts or problems wil l immediately be brought to a s upervisor’s attention. Appendices: None Related Orders: Operations Order 2/07, Access to Facilities; 4/09, Releases References: None
