Correctional Services P age 1 of 7 6/04 (REV 9/10) MJ/RCCC OPERATIONS ORDER Counts and Lockdowns The purpose of this Order is to outline the procedures for cond ucting security lockdowns and counts at the Main Jail and the Rio Cosumnes Correctional Center (RCCC). I. Policy Security lockdowns and counts shall be conducted by custody sta ff to account for all prisoners. Scheduled lockdowns and counts shall be conducted t hree times during each shift. Additional lockdowns and counts shall be conducted as determined to be necessary by sworn supervisors. II. Scheduled Lockdowns and Counts A. Scheduled lockdowns and count s of all prisoners shall be con ducted at least three times during each shift. The counts shall occur at t h e beginning of each shift, during each shift, and another nearing the end of each shift. B. Each shift shall be responsible for conducting one face-to-l ocator counts as described in Section III of this order conducted at the begi nning of a shift. The mid and end of shift count shall be completed utili zing the Jail Inmate Management (JIMS) comput er printout and off-count sheets . C. Prisoners attending visits or jail programs during face-to-l ocator counts shall return to their housing location immediately until count is complete. During the mid and end of shift c ounts and at the discretion of the counting officer(s), prisoners remain at the activity until count is com pleted. D. Prisoners housed in infirmary c ells shall be locked down at all times unless undergoing medical treatment which makes it necessary fo r them to be out of their cells. 1. It is the responsibility of custody staff assigned to infirm ary housing units to physically confirm all cell doors are secured prior to the end of watch. E. Booking staff shall complete a count in booking areas at the beginning and ending of the shift. The count shall be logged in the logbook and control shall be notified. Correctional Services P age 2 of 7 6/04 (REV 9/10) MJ/RCCC F. During night shifts, the booking supervisor is responsible f or obtaining an accurate count of all persons detained in the facility. G. Once count has been completed , housing unit staff may allow prisoners scheduled for activities out of their cells. III. Procedures for Conducting Count A. Before conducting count, the prisoner locator cards shall be reconciled with the housing location information contained in the computer ized Jail Inmate Management System (JIMS) and control room grease boards, i f applicable. 1. Officers may conduct mid and end of shift counts with inmate s not present due to being accounted for at work or school. In this instance, the absent inmate’s name, X-reference number and bunk number shall be made available to the counting officer(s) so as to account for their absence. B. Custody staff conducting face-to-locator counts shall take t he book containing locator cards to eac h prisoner housing area (Pod, Ba rrack, Infirmary), to verify prisoner i dentity using the information l isted on the card as well as the photograph. C. Custody staff shall confirm the picture on the locator card matches the prisoner and the prisoner’s wristband. 1. If a prisoner’s appearance di ffers significantly from their photo, custody staff shall ask other identifying information from the locator card to verify the prisoner’s identity. 2. If the photograph is significantly different from the prison er’s appearance, a new photogr aph should be taken. D. When all prisoners have been accounted for, custody staff sh all advise Central Control at the Main Jail or Booking Control at RCCC that count has been cleared. Central Contro l/Booking Control staff will l og this information. This procedure sha ll be followed for the beginning w a t c h count. The mid and end of shift count will only be noted in th e workstation log book. E. Custody staff shall annotate in the housing unit or workstat ion log book, the starting and ending times of the count, and the counting of ficer(s) name and badge number. IV. Count Discrepancies A. In the event of a count discrepancy, custody staff in the af fected area shall conduct a recount of the area to det ermine the cause of the dis crepancy. If after the recount, the discrepancy still exists, the offi cers shall use available resources to determi ne the cause of the discrepancy. C. In the event a prisoner is st ill not accounted for, custody staff shall begin a search of the area and other ar eas where the prisoner could be. ( i . e . medical, court, visit, etc.) 1. If custody staff is unable to account for the prisoner, he/s he shall advise a sworn supervisor. The supervisor shall determine the course of action, up to and including a facility wide lockdown and count. 2. Count shall not be cleared th rough control until the prisone r is located. V. Refusal to Lockdown A. The standard procedure for advis ing prisoners to return to t heir cells is via a verbal announcement or an announc ement over the intercoms loc ated in the housing units. B.
