OPERATIONS ORDER
Housing Plan
The purpose of this Order is to s tandardize procedures for prov iding a housing plan that
provides safe and secure housing for prisoners and for staff at the Main Jail and at the
Rio Cosumnes Correctional Center (RCCC).
I. Policy
Prisoners shall be housed according to specific housing locatio ns for various types of
prisoner classifications. The hous ing plan may be adjusted as necessary to
accommodate the ever-changing natur e of the prisoner population .
II. Housing Categories
A. Prisoners will be housed acco rding to his/her classification in accordance
with Operations Order 6/03- Classification Process.
B. The housing plan for Main Jail and for RCCC will be determined by
physical plant capabilities of the facility and by the classifi cation unit of
each facility.
C. Special housing descriptions, locations, and use will be in accordance with
Operations Order 4/05, Use of Safety Cells/Segregation Cells/No rth
Holding #2 and Mult ipurpose Rooms.
III. Main Jail Housing Plan
A. The Main Jail Classification Unit will assign prisoners to a housing unit
based on the current housing needs of the facility and/or in ac cordance
with Operations Order 6/03 , Classification Process.
B. The Main Jail has two (2) basic housing areas: West Tower and East
Tower. General population housi ng is established as follows:
1. The West Tower houses Crips, Mexican Mafia (EME), southern
Mexican gangs, Aryan Brother hood, and compatible gang
members.
2. The East Tower houses Bloods , northern Mexican gangs, Black
Guerilla Family (BGF), Nuestra Familia (NF), Masters of Destruction (MOD), and co mpatible gang members.

C. The Main Jail has two (2) floors which have designated housing areas
that may be used for prisoners w ho have received disciplinary i solation.
1. The 8 West 400 pod is available for male disciplinary isolat ion.
2. The 7 West 400 pod is available for female disciplinary isol ation.
D. The Main Jail has a medical and psychiatric services floor located on 2
West. The Main Jail has a sub acute medical floor located on 2 East.
E. Prior to housing an ICE detainee, floor officers shall revie w the assigned
level, and house with an inmate of similar criminal temperament . Floor
officers shall strive to not co-mingle the detainees in cells w ith other
inmates whose security requirem ents may be dramatically dissimi lar.
IV. RCCC Housing Plan
A. The RCCC Classification Uni t will assign prisoners to a housing unit ba sed
on the current housing needs of t he facility and/or in accordan ce with
Operations Order 6/03, Classification Process.
B. At RCCC , the housing is assigned according to security level. The
Classification Unit will dete rmine an appropriate housing plan based on
the following guidelines:
1. Minimum Security will incl ude: C, D, G, H, and M Barracks at the
Honor Facility (HF), the Medical Housing Unit (MHU) Main Floor,
and Kinya Dormitory at the Sandra Larson Facility (SLF). In addition, SLF classifies Golden Poppy Dormitory as Minimum Security for housing prisoner workers.
2. Medium Security will include: Roger Bauman Facility (RBF), 4 48
North and 448 South, A, B, J, and K Barracks of the Medium Security (MS) Housing Unit, Ca mellia Dormitory of SLF, and the
MHU single cells as available.
3. High Security will include: Christopher Boone Facility (CBF) ,
Stewart Baird Facility (SBF ), and Ramona Wing of SLF.
C. RCCC has one facility for prisoners with medical needs located in t he
Medical Housing Unit (MHU).
