CORRECTIONAL SERVICES Page 1 of 2 5/08 (REV 7/07) MJ/RCCC OPERATIONS ORDER Work Project Assignment The purpose of this Order is to standardize procedures for the processing and transferring of prisoners to the Sheriff’s Work Project (SWP) P rogram at the Main Jail and at the Rio Cosumnes Correctional Center (RCCC). I. Processing A. It will be the responsibility of custody staff assigned to t he Weekender/SWP/Court Liaison position to process and evaluate SW P prisoner applications. B. Applications will be processed on a weekly basis as a prison er becomes eligible. Prisoners will be eligib le for SWP his/her last sixty (60) days of commitment with court recommendat ion and his/her last thirty (3 0) days of commitment without court recommendation. C. All prisoners who wish to be considered for SWP must request a S W P application from custody staff. The prisoner is responsible for completing the SWP application and return ing the signed application to cus tody staff. II. Criteria Affecting SWP A. Assignment to SWP is a privilege and not a right, and there is no guarantee to assignment to SWP. B. Prisoners who have a criminal h istory with drugs, violence, or sex offenses may be denied. C. Prisoners with a criminal history of failing to appear in co urt or for SWP assignments may be denied. D. Prisoners who have outstanding out of county warrants will b e denied. Local warrants which would be cleared with a citation will not necessarily disqualify a prisoner from SWP. E. Prisoners who receive a major incident report resulting in l oss of good time, loss of work time, housing roll-up, inter-facility transf er, or other disciplinary action may be denied. Prisoners who have medical conditions which would prevent th e prisoner from performing the work project or from completing the sentenc e in work project may be denied. G. Prisoners who violate SWP rules may receive a disciplinary w rite-up and disciplinary hearing. Penalties m ay include, but are not limed to expulsion from the SWP program. III. Disposition of Application A. Upon completion of processing the SWP applications, the appl icants will be notified in writing of approval or denial. B. Approved applicants will be giv en a copy of the SWP assignme nt form with appointment date, time, and new release date. The original assignment form will be placed in the prisoner’s custody file. C. Denied applicants may appeal in writing to the watch command er. The appeal should include additional inf ormation or circumstances w hich would warrant reconsideration. D. Prisoners who are scheduled fo r SWP will be processed as rel eases on the appropriate release date. Bef ore release, the prisoner must sign and will be given a copy o f the SWP Referral Advisement Form. 1. Prior to release, the SWP/ Weekender/Court Liaison will trans mit a FAX list of the names of SWP assignments to SWP each day. 2. The prisoner will rece ive a copy of the form. 3. The original will be placed in the prisoner’s custody file. 4. The prisoner will be advised to report to the SWP at 8:00 a. m. on the date noted on the referral fo rm, which will not exceed five (5) days from the date of release. 5. After release, the prisoner’s custody file will be taken to the SWP/Weekender/Court Liaison, and will be forwarded to SWP. Appendices: None Related Orders: None References: None
