Identification Bureau 1 o f 3 5/05.3 (NEW 1/07) Evidence Lab Security The purpose of this Order is to d escribe the security system, a nd to establish policies and procedures for the security o f the Evidence Lab and Propert y Warehouse. I. General Due to the nature of the items lo cated within t he Evidence Lab and Property Warehouse, maximum security mus t be maintained. All Identifica tion Technicians must comply with se curity procedures and regulation s in order to maintain the integrity of the ev idence secured within the Evide nce Lab and Property Warehouse, and to protec t personnel working within the premises. II. Facility Alarm System 1. The Identificati on Lab and Property Warehous e are each equip ped with an alarm system m aintained and monito red by Sacramento Control Systems. Th is system includes: a. Identification Lab – Perime ter Door and glass breakage alarms; motion detectors; per imeter motion detector along the exterior western fence line. b. Property Warehouse – Perime ter Door and glass breakage alarms; motion detectors; perim eter motion detectors along the north, south and east fence lines; perimeter motion detectors along the hazmat sto rage unit on the north side of the building; hallway door bet ween the Evidence Lab and the Property Warehouse; east gla ss entrance door from the exterior into the Evidence Lab. 2. In case of an alarm activation immediately notify Sacramento Control Systems (916 ) 452-1069 and the Sheriff’s Communication Center Sergeant (S1) (916) 874- 5128 (or 45128 from an internal phone). 3. The Identification Technici an will be responsible for knowin g the following: a. Alarm system silent/holdup alarm code b. Alarm system panic button within the Evidence Lab Identification Bureau 2 o f 3 5/05.3 (NEW 1/07) III. Keys A. There are seven different k eys assigned to Identification Te chnicians for the Evidence Lab. They are: 1. The Identification Bureau key a. Opens the door leading from the blood drying room into the garage and from the garage into t he interior hallway of the Evidence Lab b. Opens the Identific ation Bureau door and the Supply Room door at the Main Office at 711 ‘G’ Street. 2. Photo Lab key 3. Break Room key 4. Building Master key 5. Master Lock key a. Used to open the lock box on the exterior east wall of the building. The box contains a telephone. 6. Entry/Exit Gate box key a. Contained in the lock box (see #5) and opens the box containing the manual override for the entry/exit gate. B. The Evidence Lab Supervisor assigns all keys to Evidence Lab personnel. When an Identification Technici an is no longer assigned to the Evidence Lab, all keys will be returned to th e Supervisor of the Evidenc e Lab with the exception of the Id entification Bureau key IV. Facility Access A. Two entry/exit gates allow a ccess into the secured yard of t he Evidence Lab/Property Warehouse 1. South gate must be used if the perimeter alarm is activated 2. North gate can only be used during regular bus iness hours wh en the perimeter alarm is not activated B. Every effort must be made to m aintain the security of the se cured yard by verifying the access gates are c losed and secure prior to enter ing the building or leaving the premis es after the gates have been acti vated. Access into the Evidence Lab , Evidence Processing areas or s ecured yard and storage areas is limited to Identification Bureau pers onnel and/or Sheriff Department personnel on o fficial business. An Identifi cation Bureau employee must a ccompany all others. 1. Official business is defined as a Sacramento County Sheriff’ s Department employee, or another w ho is there on an employee’s behalf, conducting an investigation or other department busines s. VI. Securing the Building A. The last person leav ing the Evidence Lab must secure the bui lding by doing the following: 1. Insure all equipment is secu red and turned off if required. 2. Insure all doors are shut, l ocked and the lights turned off. 3. Insure the building alarm is on. VII. Building Security A. Personnel shall adv ise the Evidence Lab Supervisor immediate ly if Bureau keys and/or access card is lost or stolen.
