Court Security Division P age 1 of 7 5/03 (REV 6/11) Critical Incidents: Inmate Evacuation The purpose of this Operations Or der is to outline policies and procedures in the event an emergency requires the evacuati on inmates from any Sacrament o County Superior Court facility. I. Policy A hazardous event that poses an imminent threat to the health and/or safety of inmates detained in the custody of the Court Security Divisio n shall necessitate the evacuation of the inmates in a safe and timely manner. II. Authority A. The facility shall develop an inmate evacuation plan in the case of fire. 1. California Code o f Regulations (CCR), titl e 15, Division 1, Chapter 1, Subchapter 4, Minimum (Jail) Standards for Local Detention Facilities, Article 3, Section 1032. I. Requirements to Ini tiate an Evacuation A. The following requirements sha ll be met before initiating an inmate evacuation: 1. There is an imminent hazard that threatens the inmates. 2. The Commander, Assistant Com mander, Satellite Facilities Commander, or a facility sergean t has authorized the evacuation . 3. The Presiding J udge will be advised and co nsulted when possi ble and practical prior to initiating the evacuation. B. The evacuation shall be conduct ed in accordance with the fac ility Emergency Action Plan. 1. Court Security Divisio n Operation Order 5/01 II. General Procedure for Evacuation A. Inmates will be restrained by the most expedient, appropriat e method prior to being escorted to a location of safety. Court Security Division P age 2 of 7 5/03 (REV 6/11) B. Inmates shall be evacuat ed in the following order: 1. Those exposed to the highest r isk regardless of their class ification. 2. All Juveniles. 3. All females. 4. All males. 5. Inmates unwilling to follow evacuation directives regardles s of their classification. C. The Court Control Officers shall: 1. Dispatch resources needed for the incident: a. Assignment of facility offi cers following the direction of the facility supervisor. b. Outside agency resources and/or assistance. 2. Monitor facility cameras fo r hazards and other emergencies not yet reported. 3. Operate security doors to f acilitate more efficient egress through the facility. 4. Maintain log of events. D. Holding Area Officers shall: 1. Be responsible for tracking all inmates in the facility und er their control. 2. Determine the safest, most sec ure location for the temporar y detention of the inmates. 3. If necessary, help coordinat e a safe, expedient route for t he escort of the inmates to transportation vehicle(s) or staging area(s) away from the main holding area. 4. If necessary, arrange for transportation back to the Main J ail or other detention facility. E. Escort Officers shall: 1. Be responsible for escorting their assigned inmate from the courtroom to the safest and mos t secure location as determined by the Holding Area Officers or other authority. Court Security Division P age 3 of 7 5/03 (REV 6/11) 2. Remain with their assigned in mate until he/she has been tra cked by a Holding Area Officer. III. Inmate Evacuation Routes A. Gordon D. Schaber Courthouse 1. Sixth and Fifth Floors a. Center security stairwell to the second floor main inmate Holding Area. b. If the center security stairwell is unavailable: (1) Public stairwells locat ed on the south and north end of the facility. (2) Public elevators located in the center of the facility. 2. Fourth and Third Floors a. Center security stairwell to the second floor main inmate Holding Area. b. Security elevator to t he second floor main inmate Holding Area. c. If either the center security stairwell or the security elevator are unavailable: (1) Public stairwells loca ted on the south and north end of the facility. (2) Public elevators loc ated in the center of the facility. 3. Second Floor a. Department 5 (1) North secure hallway to the main inmate Holding A r e a . b. Main Inmate Holding Area a. Security elevator to the basement sally port or "A" t a n k . b. Center security stairwell to the basement sally port o r " A " t a n k . Court Security Division P age 4 of 7 5/03 (REV 6/11) c. If either the security eleva tor or the center security s t a i r w e l l a r e unavailable: (1) Public stairwell loc ated on the north end of the facility. (2) Public elevators locat ed in the center of the facility. d. If more confinement spac e is needed, the judicial parking lot (basement) can be used once both vehicle exit gates are secured. 4. First Floor a. Department 1 (1) Courtroom stairwell to the basement sally port or "A" t a n k . b. Department 2 (1) North secure stairwell to the basement sally port or
