HOTLINE
The purpose of this order is to d efine the dispatchers’ radio “ hotline” purpose, broadcast
procedures, and limitations. I. Definition
A. The hotline is a telephonic inte rcom system providing immedi ate direct
voice communication with the on-dut y dispatcher of several loca l public
safety agencies:
1. California Highway Patrol. 2. Federal Bureau of Investigation. 3. Folsom Police Department. 4. Sacramento Po lice Department.
5. Sacramento Sheriff’s Department. 6. Roseville Police Department.
7. State Capitol.
II. Responsibility
A. Monitoring the hotline by all agencies at all times is manda tory.
III. Criteria for Broadcast
A. Any activity requiring immedi ate relay to other dispatch cen ters should be
broadcast on the hotline to include:
1. Felonies
a. In progress. b. With suspect information whic h has occurred within the last
30 minutes.
c. Updates of suspects and/or vehicles.

2. Pursuits or failure to yield. Advise of:
a. Reason for the pursuit. b. Suspect and vehicle descriptions (if applicable). c. All applicable updates.
3. Felony vehicle stops.
a. When outside agency a ssistance is needed.
b. If vehicle is wanted by another hotline agency.
c. When final stop is inside another agency’s jurisdiction.
4. Cover, backup or mutual aid requests. 5. Officer safety information.
a. Officer safety is at issue. b. When a situation may affect another agency’s officer(s).
IV. Broadcasting
A. Professionalism and courtesy are mandatory at all times.
B. Types of broadcasts.
1. Hotline broadcasts onl y to outside agencies.
2. Simultaneous hotline broadcast to field units of this agency and to
dispatch centers of the other affiliated agencies.
C. Communications standards.
1. Relay only priority information. 2. Do not use departmental radio codes. 3. Codes that may be used are “c ode three” fastest response req uired
and any Penal Code.
V. Jurisdictional Responsibility
A. When there is a question over j urisdiction, both involved ag encies shall
dispatch appropriate resources.

B. It is the responsibilities of the field supervisor(s) to det ermine jurisdiction
should a dispute arise.
VI. Limitations
A. The hotline shall not be used to broadcast or arrange for:
1. Misdemeanors just occurred. 2. Routine drunk driving arrest requests. 3. Officer meetings for ex change of information.
4. Request number requests. 5. Officers’ names or badge numbers. 6. Officers’ schedules. 7. Non-business related activity. 8. Any routine business that c an be conducted by phone includin g:
a. Request a routine meeting with a department warrant officer.
b. Request officer to meet a citiz en for a report of a crime wh ich
is not in progress.
