CORRECTIONAL SERVICES Page 1 of 3 5/02 (REV 7/07) MJ/RCCC OPERATIONS ORDER Cal ID / Identification Holds / Merge XRefs The purpose of this Order is to outline the process for Cal ID, Identification Hold (ID Hold), and Merging X-reference number (XREF) procedures at the Main Jail and the Rio Cosumnes Correctional Center (RCCC). I. Cal ID Duties A. The primary duties of the Cal ID staff are to verify the ide ntities of all prisoners via their fingerprints taken during intake, check the quality of fingerprints taken, clear identif ication holds (ID Holds), and aid in the correction of any errors encountered in processing the identity o f prisoners. B. The Cal ID staff will also assist in ensuring fingerprint re cords are taken accurately and timely by booking /ID officers, which should not exceed 12 hours . II. Identification Verification A. Cal ID will assist in ensuring the fingerprint process is as a c c u r a t e a s possible, working with sworn sta ff taking the fingerprints. B. Cal ID staff will monitor the fingerprint cards/Livescan ima ges sent from intake to identify bad images, wh ich would need to be retaken. The Livescan fingerprint searches mus t be a “B” quality print or be tter. C. Cal ID staff will endeavor t o detect and correct errors in t he fingerprint identification before the paperwork leaves the booking office a nd/or before the prisoner is released. D. Cal ID will use available fi ngerprint resources to obtain ve rification. The database will include, but is not limited to: 1. California Department of Justice (DOJ) responses. 2. Automated Fingerpr int Identification System (AFIS). 3. Federal Bureau of Investigation Identification Section (FBI ID). 4. Cal-Photo Identification Im ages, available on the intranet. If primary online resources are unavailable to verify prison er identification, alternative resources will be used with the approval of the rec ords supervisor. The methods used to v erify prisoner identity throug h alternative resources will be documented and placed in the pris oner’s file. III. Identification Holds (ID Holds) A. If doubt regarding a prisoner’s identification exists, an ID Hold should be placed. The reasons for initiati ng an ID Hold include, but are not limited to: 1. Prisoner claims to have been arrested before but has no reco rd under the given name in the Criminal Justice Information System (CJIS), Jail Information Management System (JIMS), or the National Crime Inform ation Center (NCIC). 2. Prisoner’s identification doc umentation does not match his o r her physical description and/or identif ication on record, or the pr isoner has no valid identification. 3. The arresting officer or custody staff requests the ID Hold. 4. The prisoner claims to not be the person named on an active warrant for which he or she was arrested. B. To resolve the ID Hold, the prisoner will be booked under th e name on the arrest report with the prisoner ’s true name added to the record as an alias. 1. The arresting officer and/or custody staff may pursue additi onal charges for a false identif ication, if appropriate. 2. The prisoner may b e booked under his or her true name if the name given is deemed by booking or custody staff as inappropria te for booking purposes. C. Once the ID Hold has been cleared, the normal booking proces s will resume. IV. Merging X-Reference Numbers (XREFS) A. The decision to merge two (2) or more X-reference numbers (X REFS) is a significant change to records information, and must be thorough ly researched before a merge is atte mpted. Only staff with the app ropriate records attributes and authoriz ation will be permitted to merge XREFS. B. Booking staff considering a merge of XREFS should use all av ailable information for records comparis on including, but not limited t o: 1. Personal descriptors, including physical description, date o f birth, addresses, and birth place. CORRECTIONAL SERVICES Page 3 of 3 5/02 (REV 7/07) MJ/RCCC 2. Other identifiers, such as oper ator license numbers (OLN), S ocial Security Numbers (SSN), scars, and tattoos. 3. Aliases, remarks, legal statu s, parole and probation status. 4. Sacramento County Sheriff’ s Department (SSD) numbers, Sacramento Police Department (SPD) numbers, and Federal Bureau of Investigatio n (FBI) numbers. 5. Criminal Identificati on Index (CII) numbers. 6. Having sworn custody staff i nterview the arrestee, if applic able. C. Cal ID staff will be contact ed to compare the fingerprint nu mbers involved to determine if the numbers belong to the same individual. 1. If necessary, Cal ID will compare the fingerprint records di rectly, if the fingerprint records for the re cords are from different sour ces. 2. For records with two (2) or more OLN’s, the data from the Ca lifornia Department of Motor Vehicles may be compared to verify if the multiple identifications bel ong to the same
