Booking Procedures
The purpose of this order is to establish policy and procedure for booking arrested
adults at the Main Jail or Rio C osumnes Correctional Center.
I. Person’s Eligible For Booking
A. The Sacramento County Main Ja il or Rio Cosumnes Correctional Center
(RCCC) will generally accept any adult arrestee in the County o f
Sacramento. Exceptions are as follows:
1. Juvenile Arrestees - If an a rrestee is determined to be a ju venile
after the arresting officer has left the facility, the officer will be
requested to return to transpor t the prisoner to juvenile hall.
2. Juveniles arrested on a juvenile warrant only.
3. Arrestee is only charged wit h fresh infraction charges.
4. Arrestees declared medically unfit by the intake nurses.
II. Procedures
A. The Main Jail and RCCC have designated booking areas. Prior to
entering the booking area (arres t report room at the Main Jail) , arresting
officers will secure items (guns , knives, and etc.) that threat en the security
of the facility or the safety of s taff and inmates in one of th e following
locations:
1. Trunk of the patrol vehicle
2. Lock boxes outside the booking areas
B. Arrestees must be handcuff ed behind the back upon entering t he facility
unless it's physically impossible to do so.
1. Arrestees must remain handcuff ed until the booking staff ass umes
custody.
2. The arresting officer must not leave the arrestee unattended in the
intake areas.

C. The nursing staff must medica lly clear the arrestee. The ar resting officer
will stand by during t he medical clearance process to insure th e safety of
the arrestee and staff.
D. Once the appropriate paperwork is complete, the arresting of ficer will give
it to the booking officer and rema in with the arrestee until th e booking
officer completes the intake search of the arrestee.
1. The arresting officer will accept responsibility for any con traband or
property found during the search.
2. The arresting officer will no t leave the facility until the care and
custody of the arrestee has been transferred to jail staff.
E. The intake staff will assist with combative, uncooperative o r high-risk
arrestees when necessary for offi cer or facility safety and sec urity.
F. Officers should turn off portabl e radios to avoid interferen ce with the
operation of breath analyzers t hat are located in the booking a rea.
III. Arrest Documentation
A. All available information s hall be filled out on the booking paperwork prior
to bringing the arrestee to t he booking area. The booking pape rwork
minimally includes the following forms:
1. Arrest Report
2. Probable Cause form signed by the arresting officer
3. Intake Classification form
4. Medical Screening forms
a. The arresting officer comp letes only the top portion. The
nurse evaluates the arrestee and completes the remainder of the form. If the arrestee is found to be medically unfit, t he
officer must transport him/her to a hospital for medical
clearance.
b. If the arrestee is transport ed to the hospital, the officer must
obtain a medical cl earance, fit for custody document from
the hospital (see Operati on Order 5/02 for further
information).

a. The arresting officer is r esponsible for completing the
personal property inventory of the arrestee. All belts,
valuables, jewelry, weapons, shoelaces, contraband, and etcetera, will be removed and logged on the form.
b. If the arrestee’s property is too big to fit into one proper ty
storage container, the arresti ng officer will complete a
property receipt and book it i nto the property warehouse.
B. Other forms that mi ght be necessary are:
1. Money and/or jewelry envelopes
2. Department of Justice (DOJ) form for out of county warrants
3. Intoxicated Arrestee form
4. Bail Enhancement and/or Examination of Bail form
a. These completed forms are to be taken to pre-trial service
for a judge’s review.
5. Main Jail staff will review the booking paperwork and shall be
assisted by the arresting offi cer in any manner required to com plete
the booking process.
IV. Types of Arrests
A. Fresh Arrest – The alleged cr ime(s) has recently occurred, t he arrestee
has not yet appeared in court, and /or no warrant has been issue d in
connection to the arrest.
B. Violation of Probation – Ther e are two types of grants of pr obation;
informal and formal. Officers are restricted from making proba ble cause
arrests on informal probation cases.
1. Informal Cases - Alleging vi olations of probation on informa l cases
shall be the responsibility of the Probation De partment to peti tion
