Critical Incidents: Response Plan
The purpose of this Operations Or der is to outline standardized procedures in the event
that a critical incident occurs a t, or affects, any Sacramento County Superior Court
facility. I. Policy
Court Security personnel should be familiar with their assigned court facility's
Emergency Action Plan. In the ev ent of a critical incident aff ecting a court facility or
facilities, Court Security pers onnel will respond in a manner t hat will maintain security of
the affected court facility and ens ure the safety of the public , court staff, and inmates.
II. Emergency Action Plan
A. An Emergency Action Plan binder is located in the Control R oom at each
court facility. 1. The Emergency Action Plan bi nder shall not be removed from the
C o n t r o l R o o m w i t hout command staff or supervisory permission.
B. Command staff or supervisors may modify the Emergency Actio n Plan to
fit the incident circumstances.
C. In a major critical incident, the National Incident Managem ent System
("NIMS"), or the California Standardized Emer gency Management System
("SEMS"), and/or the Incident Co mmand System ("ICS") may be u tilized.
D. Court Security personnel will attempt to return the affecte d court facility to
full operation as s oon as possible.
III. Critical Incidents
A. Critical incidents inclu de, but are not limited to:

IV. Initial Response
A. Court Security personnel disco vering a critical incident sh all immediately
notify Court Control.
1. Court Control shall immediat ely make notifications in acco rdance
with the Emergency Action Plan.
2. Responding personnel sha ll use caution when approaching th e
a f f e c t e d a r e a . If the area is not safe to enter, the necessary
r e s o u r c e s w i l l b e a s s e m b l e d b e f o r e e n t r y i s m a d e .
B. Inner Perimeter 1. Critical incidents may requi re an inner perimeter be estab lished.
T h e p u r p o s e o f the inner perimeter is to i solate and contain the
i n c i d e n t i n t h e s m a l l e s t a r e a p o s s i b l e .
2. Personnel immediately on sc ene shall begin setting this pe rimeter.
C. Outer Perimeter 1. The purpose of the outer perim eter is to isolate the criti cal incidents
and prevent unauthorized person nel from inadvertently enteri ng
t h e i n c i dent scene.

perimeter.
3. If the critical incident is not immediately resolved, a su pervisor will
ensure that the outer per imeter is established.
D. Command Post 1. In critical incidents tha t cannot be immediately resolved and/or
i n c i d e n t s t h a t will significantly affect cour t facility operations, a
C o m m and Post may be necessary.
2. The Command Post shall be esta blished by a supervisor at a safe
d i s t a n c e a w a y and out of sight from the area o f the critical incident.
3. Available personnel who are not assigned to a perimeter po sition
will respond, at the direct ion of a supervisor, to the Comma nd Post
f o r p o s s i b l e r e - a s s i g n m e n t .
V. Reporting Requirements
1. A master crime or inciden t report shall be completed by a s upervisor.
2. If applicable, individual repor ts regarding criminal or oth er conduct shall be
documented on separate reports with their own individual repo rt numbers.
