Correctional Services P age 1 of 8 4/13 (REV 5/08) MJ / RCCC Housing of Juveniles at the Main Jail The purpose of this Order is to set forth policy guidelines for the housing of juveniles at the Main Jail and to comply with Minimum Ja il Standards for juveniles. For the purposes of this order t he following definitions are pr ovided: A “juvenile ” is defined as a minor under t he age of eighteen (18). This in cludes juveniles returned from state p rison after being certified to a dult institutions. “Contact ” means any sustained sight or sound contact between juvenile a nd adult prisoners. Sight contact is clear visual contact between juveni le and adult inmates with close proximity to one another . Sound contact is direct oral co mmunication between juvenile and adult prisoners. “Direct Visual Observation ” means direct personal view of the inmate in the context of his/her surroundings without the ai d of audio/visual equipment. Audio/visual monitoring may supplement but not substitute for direct visual observation . “Safety checks ” means regular, intermittent and prescribed direct visual obse rvation to provide for the health and welfare of inmates. I. General Guidelines A. Segregation Cells 1. Segregation cells may be used fo r the temporary placement an d detention of juvenile prisoners while awaiting and returning fr om adult court appearances. B. Safety Cells 1. Safety cells may not be used for the holding of juvenile pri soners except under the following condit ions and in accordance with Ma in Jail / Rio Cosumnes Correctional Center Operations Order 4/05: a. Uncontrollably violent b. Gravely disabled c. Mental disorder Correctional Services P age 2 of 8 4/13 (REV 5/08) MJ / RCCC d. Juvenile prisoners displaying bizarre behavior which could result in physical harm to themselves or others. C. Holding Tanks 1. Under normal circumstances, holding tanks may not be used fo r the detention of juvenile prisoners du e to the difficultly of preve nting sight contact with adult prisoners. D. Restrictions on Cont act with Adult Prisoners 1. Verbal, non-verbal, or visual communication between juvenile s and adult prisoners shall not be allowed. Situations in which juvenile and adult prisoners may be in the same room, area, or corridor are limited to: a. Adult inmate workers who are present performing work necessary for the operation of the facility, such as meal service and janitorial service. b. When an adult prisoner is present deputies shall maintain a constant side by side presence with both the juvenile and adult prisoner. II. Movement The following procedures will be adhered to during the movement of juvenile prisoners within the Main Jail: A. Transportation from garage to Segregation Cell housing 1. Upon arrival to west entrance of the jail, the Transportatio n or Court deputy will advise male or female i ntake that he/she has a juve nile to be housed for court. 2. Central Control will secure t he Central Control Lobby and no tify booking staff when the route is f ree from adult prisoner contac t. 3. Central Control will open the doors to allow Transportation or Court deputy and juvenile into the Cent ral Control Lobby and into the outer loop. 4. An intake deputy will escor t the Transport deputy and juveni le to a segregation cell. The intake deput y will confirm that he or sh e is secured. The Transportation or Court deputy will advise male or femal e booking that a juvenile is to be moved from a segregation cell to the garage. 2. The intake deputy will ensure t he most secure route is clear of adult prisoners, the juvenile will be removed from the segregation ce ll and escorted into the garage. C. Transportation from Segregati on Cell to Main Jail Courts 1. The Court deputy will advise booking a juvenile is to be mov ed from a segregation cell to the Main Jail courts. 2. Main Jail Court deput ies will ensure the juvenile’s route is free from adult prisoner contact. 3. When the juvenile’s route is free from adult prisoner contac t, the juvenile will be removed from t he segregation cell and escorted down the hallway and through t he Central Control Lobby to an elevator. D. Transportation from Main Ja il Courts to Segregation Cell hou sing 1. The Court deputy will notify male or female intake a juvenil e prisoner is to be moved from t he basement to segregation cell housing. 2. Central Control will ensure t he route is free from adult pri soner contact and advise the Court deputy. 3. When the route is secure Cent ral Control will provide an ele vator for the Court deputy and juven ile from the basement to the firs t floor. 4. The juvenile will be escorted through the most secure route available to a segregation cell. III. Placement into a Segregation Cell Transportation and Court officers shall adhere to the following procedure when placing juvenile prisoners into segregation cells: A.
