Property booking procedures Purpose of the order The purpose of this order is to d escribe the procedures used to book property and evidence into the Sheriff’s De partment’s custod y. Property report policy A property report with a detailed description of each item to b e booked, including serial number and other distinctive markings, shall a ccompany all booked property. A. Distribution of pr operty report: 1. White copy - Records Bureau 2. Pink and Yellow copies – Property 3. Gold co py - Citizen. Use of report numbers for property booked as evidence The following lists describe the policy regarding recording rep ort numbers for property booked as evidence. A. A report number is required when property is booked as evidence , recovered stolen, or for safekeeping. B. The owner of the property must be known before the safekeeping status is used. C. Report numbers shall be recorded on property reports prior to p lacing property into a property locker or booking it in at the Propert y Warehouse. D. Without the report number, the Property Warehouse will not acce pt the property. Additional reports Under unique circumstances, the need might occur for the issuan ce of an additional report number. In such instances, the officer shall contact the Records Bureau and obtain the a dditional report number. A. T h e o f f i c e r s h a l l s u p p l y t h e R e c o r d s B u r e a u w i t h t h e f o l l o w i n g information: 1. type of crime 2. suspect and victim names and addresses, 3. the master report number 4. circumstances of the case 5. officer's name and badge number B. If issued, the new report number shall be entered on all copies of the re port with the master re port number cross-referenced. Continued on next page 1 of 9 4/12 (REV 10/01) Property booking procedures, Continued Use of report numbers on property seized under a search warrant The following lists describe the pr ocedure to follow when seizi ng property under the authority of a search warrant. A. When property is seized under the authority of a search warrant , the box at the top of the property receip t shall be checked indicating such. B. Once the search warrant is returned a copy of the search warran t return and a list of all items sized under authority of the search war rant shall immediately be sent to t he property warehouse. C. The report number issued at the onset of a case shall be utiliz ed as the master report number throughout the investigation. D. A new report number is not necessary for a search warrant, addi tional charges, or multiple victims, which pertain to the original rep ort. E. Thorough and concise supplemental reports shall be completed an d attached to the master re port. Use of report numbers regarding found property The following list describes the procedure for handling found p roperty. A. Found property WILL NOT be issued a report number unless connected to specific evidence , indicate on the report. B. Otherwise, it will be de posited into a common account. Booking guns The following lists describe the procedure to follow when booki ng guns. A. Guns must be unloaded and individually tagged with a completed property tag. B. Include the item numbers from t he Property Receipt/Report on th e tag. C. Guns are not to be booked in a container or bag unless ID work is required. D. A gun requiring ID work shall be unloaded and placed in a separ ate bag or container. E. This bag or container sha ll clearly indicate: 1. The contents is a gun 2. The gun is unloaded 3. The name and badge number of the officer who 4. verified the gun was unloaded 5. The SSD report number 6. The property Receipt/Report item number Continued on next page 2 of 9 4/12 (REV 10/01) Property booking procedures, Continued Procedure for property booked for destruction The following lists describe the procedure for booking property for destruction. A. All contraband, such as marijuana, narcotics, etc., which will not be used as evidence and where ownership cannot be proven, shall be booked for destruction. B. Contraband WILL NOT be issued a report number (accountability for contraband will be maintaine d by the Property Warehouse). C. Officers shall not dispose of or destroy confiscated contraband by any other method. Use of property envelopes and bags The following lists describe the procedure for using property e nvelopes and bags when booking property. A. Property marking of booking containers, i.e. bags and envelopes , is of the utmost importance. 1. Each officer shall assure containe rs clearly reflect which item s from the property report are contained therein, along with the repor t number. 2. This shall be done by writing the report number on the containe r along with the appropriate item nu mber(s) from the property rep ort. 3. The property report is then to be attached to the container. B. Each item should be listed separ ately in numerical sequence. C. If additional property reports are needed to complete the inven tory, continue on with the numerical sequence, i.e. page 1, items 1 t hrough 10; page 2, items 11 through 20. D. If a
