OPERATIONS ORDER
Missing Property and Property Claims
The purpose of this Order is to standardize procedures for proc essing missing property,
lost and found property, and clai ms against the County of Sacra mento regarding
prisoners’ property at the Main Jail and at the Rio Cosumnes Correctional Center
(RCCC), in accordance with California Government Code 26640-26642.
I. Not In Custody (NIC) Property
A. Property discovered to belong to prisoners’ no longer in cus tody will be
tracked by designated custody staff that will be responsible fo r keeping a
written or database log of NIC p roperty. The log should contain a t a
minimum the former prisoner’s nam e, X-Reference number, current status,
dates of attempts to contact, and disposition of property.
1. For persons who have been releas ed from custody from either the
Main Jail or RCCC, the Main Jail’s NIC Property Officer will be
responsible for attempting to c ontact the owner of the property via
mail, email, or telephone. The date of mailing will be recorded in the
NIC property database.
2. All RCCC NIC property will be transported and stored at the Main
Jail.
3. A property release form should be mailed to the owner, and i f the
property has been released by t he owner, another mailing should go
to the intended recipient of the property informing the recipie nt to
make arrangements to pick up the property.
4. If the owner or designated re cipient of the property wishes to pick up
the property, the property will be released in accordance with 4-10,
Property and Money Return and Release Procedures.
B. If the owner or designated recipient does not wish to pick u p the property,
or if attempts to contact the owner or designated recipient are unsuccessful,
the property may be purged in accordance with California Government
Code 26642. The purge date will be noted in t he NIC property database.
II. Property Requests

MJ/RCCC A. Requests for missing property to be found and returned will be handled on
a priority basis, the first prior ity being the requests from Ri sk Management.
1. An attempt will be made to locate the missing property using
available resources. If the pr operty is found the property will b e
processed and released in accordance with 4/10-Property and Money Return and Re lease Procedures.
2. If the property is not located, the owner or requestor will be referred
to County of Sacramento offices to file a claim against the Cou nty of
Sacramento if the owner or requestor so chooses.
3. If the property is found to be located at one of the propert y
warehouses, the owner or request or will be referred to the prop erty
warehouse for pickup of property.
4. If the property is not list ed, or the owner signed the line on the
Property and Clothing Record (P CR) form indicating that they
received all of his/her property , the results of the search for property
will be recorded in the NIC database, and a copy of the finding s will
be mailed to the address provided i n the original property requ est.
III. Prisoner Transfers
A. Prisoners being transferred between the Main Jail and RCCC will have
his/her property tr ansferred with them.
B. Prisoners bound for state prison or for state hospital shoul d be given the
opportunity to release his/her pr operty while in custody at the Main Jail or
RCCC using the appropriate forms, in accordance with 4/10, Property and
Money Return and Re lease Procedures.
IV. ICE Property
A. Any abandoned ICE detainee property will be forwarded to ICE officials for
handling.
