CORRECTIONAL SERVICES Page 1 of 4 4/11 (REV 7/07) MJ/RCCC OPERATIONS ORDER Mass Arrests The purpose of this Order is to provide an overview of procedur es regarding the implementation of a plan for mass arrest incidents. Mass arrest incidents will be processed as expeditiously as possible to maintain safe and eff icient operations of the Main Jail and the Rio Cosumnes Correctional Center (RCCC). I. Facility Procedures A. In the event of a mass arrest incident, the watch commander or designee will notify the Main Jail and RCCC assistant division commander and division commander. B. Any facility affected by the ma ss arrest incident will be pl aced on lockdown status. Each housing unit will be manned with minimum operation al staffing possible, and all availa ble staff may be temporarily a ssigned to the booking area of the facility or a s security for the facility. C. Additional staff may be called in for overtime assignments d uring mass arrest incidents with watch commander approval. The watch comma nders of both facilities should coordinate efforts to supply necessar y staff, materials, or operations as necessary. D. Custody staff will document any mass arrest incident and kee p a log of events. Information documented may include, but is not limited to: date and time incident began and ended, a description of the mass ar rest incident, staff assigned to the mass arrest incident, and priso ners booked at the facility on charges relat ed to the mass arrest incident. E. The watch commander or designee will direct the plan for mas s arrest incidents. Depending on the sit uation, the supervisor may use one of the described booking plans (normal b ooking, transport to RCCC, fie ld booking teams, Main Jail vehicle sally port) or another plan, w hich ensures the most expedient processing o f prisoners during the mass arre st incident while maintaining faci lity security and staff safety. F. The watch commander or designee shall notify the communicati ons center when a mass arrest incident affects facility operations so an o utside agency notification ca n be initiated. CORRECTIONAL SERVICES Page 2 of 4 4/11 (REV 7/07) MJ/RCCC II. Normal Booking A. Whenever feasible, normal booking procedures should be follo wed to process the mass arrest. B. A booking supervisor may assign additional staff as needed f or the mass arrest incident. III. Transport to RCCC A. The watch commander of RCCC will be notified prior to transport of prisoners to ensure RCCC is prepared to receive mass arrest bookings. B. The watch commanders of both fa cilities may coordinate to as sign Main Jail staff to assist with ma ss arrest bookings at RCCC as needed. C. The watch commanders of both facilities will coordinate the security and transport of prisoners to RCCC as needed. IV. Field Booking Team A. The watch commanders from both facilities may coordinate to mobilize a Field Booking Team(s) . Each Field Booking Team will be assigned as an extension of the designated booking facility. The designated booking facility will provide the necessa ry administrative and document ation functions of the assigned Field Booking Team. At a minimum, the F i e l d Booking Team will include: 1. A Field Booking Sergeant. He/she is responsible for supervising the field booking team, the rapid and accurate booking of priso ners, and coordinating communications with the field Incident Commander and the designated booking facility. 2. An Identification (ID) Officer who will photograph each arresting officer with his or her arrested prisoner. The ID Officer will assign a field booking number to the pris oner as directed by the designa ted booking facility. 3. Booking Staff who will review booking packets and assemble an initial booking package for each prisoner. 4. Receiving Officers who will search and escort the prisoners though the booking process. At least one (1) male and one (1) female officer will be assigned. 5. Two (2) Transport Officers , at least one (1) of whom must possess a valid Class B license, if applicable. The transport o fficers will provide security for tempor ary holding of prisoners and fo r transport of prisoners to the designated booking facility. CORRECTIONAL SERVICES Page 3 of 4 4/11 (REV 7/07) MJ/RCCC 6. Nursing Staff who will be responsible for each prisoner’s intake medical screening and asso ciated medical forms. B. The Field Booking Team should be assigned at least one (1) b us, one (1) transport van, and a marked pat rol vehicle, if available. C. The Field Booking Team will be responsible for gathering the necessary supplies for the mass booking in cluding, but not limited to: 1. Packages containing the necessary booking paperwork. 2. Communications equipment, in cluding replacement batteries an d/or battery chargers. 3. Cameras, video equipment, bat teries, film, and other storage media as appropriate. 4. Court chains, handcuffs, leg shackles, plastic restraints, w ire cutters/bolt cutters, and extra handcuff/restraint keysets. 5. Supply of examination gloves. 6. Riot equipment and other per sonal protective equipment as needed. 7. Log sheets and writing materials. 8. Fingerprinting / ID equipment and materials. V. Main Jail Vehicle Sally Port Booking
