Dialed Number Recorders/Wiretaps
Purpose of the
Order The purpose of this order is t o establish the policies and proc edures for the
installation of dialed numb er recorders or wireta ps.
General policy The following list describes the general policies regarding Dia led Number
Recorders.
A. A Dialed Number Recorder (aka Pen Register) is installed, purs uant to
a court order, on the tele phone of a criminal suspect.
B. D i a l e d N u m b e r R e c o r d e r ’ s a r e i n s t a l l e d i n o r d e r t o d e t e r m i n e w h at
telephone numbers the suspect calls.
C. The purpose of information obtained from a Dialed Number Record er
is:
1. Identify associates
2. Provide investigative leads
3. Help to establish criminal conspiracies
4. Help in establishing probable cause for the possible future
installation of a wiretap
Note: The N.I.D. has limited capabili ties for the installation o f Dialed
Number Recorders.
Installation
procedure The following list describes the procedures an officer shall fo llow to have a
DNR installed.
A. The case officer shall contact his/her immediate supervisor and present
the facts of the case.
B. After assessing the matters of the case it shall be the decisio n of the
supervisor to authorize the DNR request.
C. After receiving approval, the cas e officer shall follow the bel ow listed
procedures.
1. Search warrant packages for the installation of a DNR will be
assembled and processed by the Case Officer.
2. Upon judicial approval of the sear ch warrant, the service of th e
warrant and the coordination with t he telephone company will be the
responsibility of the Case Officer.
