CORRECTIONAL SERVICES Page 1 of 3 4/08 (REV 7/07) MJ/RCCC OPERATIONS ORDER Prisoner Orientation The purpose of this Order is to standardize the procedures for providing orientation for prisoners housed in the Sacramento County Main Jail or the Rio Cosumnes Correctional Center in accordance with Title 15, Section 1069. I. Policy Custody staff shall be responsible for providing each prisoner with an orientation handbook and giving each prisoner a verbal orientation prior to being located in a housing unit. II. Orientation Procedures A. Prisoner Handbook 1. Prisoners shall be provided with a prisoner orientation hand book which includes but is not lim ited to the following information: a. Correspondence, visiting, and telephone usage rules. b. Rules of conduct and disci plinary procedures. c. Prisoner grievance procedures. d. Available programs, activit ies, and prisoner services. e. Medical, dental, and psychiatric services. 2. Custody staff are responsible for being able to provide pris oner orientation information in a fo rmat reasonably understandable t o prisoners. Considerati ons for providing this information includ es, but is not limited to, the following: a. Prisoners who do not s peak or write English. b. Prisoners with disabilities such as hearing or visual impairment. CORRECTIONAL SERVICES Page 2 of 3 4/08 (REV 7/07) MJ/RCCC B. Prisoner Orientation 1. Custody staff is responsible for providing a verbal orientat ion in summary to all prisoners prior to the prisoner(s) being housed in a housing unit. The verbal orientat ion includes, but is not limi ted to: a. Explaining the basic rules of conduct of the respective facility. b. Referring prisoners to the prisoner handbook or other appropriate orientation information. 2. Prisoners are provided the op portunity to have questions ans wered about his/her housing facility or incarceration. The methods prisoners may use to ask questions include, but are not limited to: a. Prisoner request forms. b. Medical, dental, and psychia tric services request forms. c. Direct questions to custody staff. 3. Orientation information may be provided in person and/or by using a video format presentation prepar ed by the respective facility . a. At the Main Jail , the orientation material will be presented by custody staff in property. b. At RCCC , the orientation materi al will be presented by custody staff during intake. c. Orientation information may be given in the housing unit to supplement the information given at the above locations at each facility. Appendices: Booking Process Outline (12-C) Related Orders: Chapter 4 & Chapter 5 References: Title 15, Section 1069 CORRECTIONAL SERVICES Appendix 12-C (REV 8/06) MJ/RCCC BOOKING PROCESS Step 1: You were arrested and transported to the Main Jail / Rio Cosumn es Correctional Center, where the a rresting officer will fill out appropriate paperwork. Step 2: You will be seen by the nurse and evaluated for any medical ne eds. Step 3: Deputies will perform a pat-down s earch of you, obtain your two thumbprints and photogr aphs, and place you in a holding tank wh ile your paperwork is being processed. If you cannot be placed in a hol ding cell with others, or have any special needs, let a deputy know immed iately. Step 4: Once your paperwork is complet ed, you will be removed from the holding tank, and a complete set of fi ngerprints will be obtained. You will then be given either a pink or a whi te piece of paper. The pink paper is a list of the personal property that you had up on being booked. If you are g iven a white piece of paper, it will cont ain your charges and bail inf ormation. Step 5: If you are given a pink pie ce of paper, you will be moved to t he release tank. Once the Release Officer finishes your paperwork, you wi ll be released. If you were given a wh ite piece of paper, you will b e given the opportunity to be interviewed fo r release on your own recogniza nce (O.R.) or post bail. Step 6: If you are granted an O.R. releas e, you will be moved to the re lease tank and, once your paperwork is proc essed, released. If you are no t granted an O.R. release, and you do not bail out, you will be moved to another holding area. There, you will ex change your clothing for jail- issue clothing and eventually be moved to a housing unit. IF YOU ARE INTOXICATED UPON ARREST If you are intoxicated or under th e influence of drugs when you are arrested, you may be placed in the sobering cell fo r several hours before moving on to Step 4 above. TIMELINE FOR THE BOOKING PROCESS The time to complete this entir e process varies, and can be aff ected by various factors, including number of arrestees a t a particular time, availabilit y of staff, and the available bed space in the housing unit.
