CORRECTIONAL SERVICES Page 1 of 2 4/06 (REV 7/07) MJ/RCCC OPERATIONS ORDER Identification Process The purpose of this Order is to o utline the procedures for iden tifying prisoners booked at the Main Jail and at the Rio Cosumnes Correctional Center (RCCC). I. Identification (ID) Process A. The initial identif ication process consists of a photograph and fingerprints of the arrestee. All prisoners booked at the Main Jail o r RCCC will be photographed and fingerpr inted without undue delay to ensure th e proper identification of the prisoner. B. Sworn custody staff is responsible for the processing of pri soner identification during the intake phase. Sworn custody staff wil l escort prisoners to and from the ID sta tion during the various part of the booking process. Prisoners will not be left unattended or unsecured in any part of the booking areas. C. The prisoner’s photograph will be taken at the ID station. T he photograph will include at least one (1) front facial image. At least one (1) profile image should be taken. The phot ograph should be of line-up pict ure quality. 1. If an arrestee is unable to cooperate with th e photograph pr ocess at the time of intake, this proce ss should be delayed until a late r time. D. The prisoner’s fingerprints will be taken by custody staff a t the ID station. A complete set of the prisoner’ s fingerprints will be taken eit her by Livescan or by ink and fingerprint card. 1. If a Livescan image is taken, the fingerprint images will automatically be transmitted to D OJ and CAL ID for verification . 2. If ink fingerprint images are necessary, two cards will be m ade and delivered to the Cal ID officer for processing. Ink palm print cards may also be necessary. E. Prisoners who are going to be housed at the Main Jail or RCCC will be provided a copy of the “Inmate Booking Information Receipt” bef ore they are placed in a housing unit. The information on the receipt sh ould include, but is not limited to: CORRECTIONAL SERVICES Page 2 of 2 4/06 (REV 7/07) MJ/RCCC 1. Charges/Holds. 2. Bail amount. F. Custody staff working at the ID station should be able to ob tain answers to prisoners’ questions about the book ing and/or release process. G. Information pertaining to t he booking process should be made available by custody staff to those who have difficulty understanding Englis h or who are hard of hearing or deaf, or who are visually impaired. II. Considerations A. Prisoners may be fingerprinted individually or in a limited group basis based on one or more of t he following conditions: 1. Prisoners with classifications requiring his/her separation from the general population will be fingerprinted individually or with o ther prisoners with the same s eparation requirements. 2. Total separation prisoners will be fingerprinted individuall y. 3. Prisoners who are in restrai nts will be fingerprinted after being removed from restraints or with watch commander approval. 4. Prisoners who are in the safety cell will be fingerprinted a fter removal from the safety cell or with watch commander approval. 5. Prisoners who are uncooperativ e or combative will be placed in an appropriate holding location. Suc h prisoners will be fingerprin ted when they are cooperative or wit h the booking sergeant’s approv al. III. Major Case Prints A. For all instances in which major case prints need to be take n, the Sheriff’s Department Identification Bureau or Sacramento Police Departmen t shall perform the fingerprint collection. Custody staff will make arr angements to accommodate the collection of major case prints. B. In the event a prisoner refuses to have Major Case Prints ta ken, the requesting agency shall seek an order from a judge authorizing the gathering of the fingerprints.
