Correctional Services P age 1 of 7 4/03 (REV 08/12) MJ/RCCC OPERATIONS ORDER Prisoner Clothing, Property and Funds The purpose of this Order is to standardize the procedures for handling and storing prisoner clothing, property and f unds while incarcerated at the Main Jail or at the Rio Cosumnes Correctional Center (RCCC). This order addresses t he responsibilities of the arresting/transporting o fficer and custody staff. I. Policy Custody staff shall take charge of, safely keep, and account fo r all funds, clothing, and personal property found on each prisoner at the time of booking and while incarcerated at the Main Jail or RCCC in accordance with Californi a Government Code 26640 and California Penal Code 4003 after the arresting/transporting off icer completes an inventory of the arrestee’s property, clothing and funds. II. Arresting/Transporting Of ficer Responsibilities A. Arresting/transporting officers are responsible for completi ng an inventory of the arrestee’s property, clot hing, and funds before the pris oner is accepted into custody at the Main Jail or at RCCC . B. Arresting/transporting officers are required to complete the appropriate forms provided by custody staff regarding prisoner property, cl othing and funds. The forms minimally include a “Property and Clothing Re cord” form (PCR Form), cash envelope, and jewelry envelope. C. Arresting/transporting office rs are required to legibly prin t his/her name, badge number, and agency in the appropr iate area on the PCR for m. D. All funds, property, and clothi ng description sections on th e PCR will be completed by the arresting/trans porting officer to accurately r eflect the prisoner’s property, clothing and funds at the time of booking. E. Arresting/transporting officers are required to note on the PCR and place in a cash envelope provided by custody staff, all funds in the form of cash or endorsed checks from a law enforcement agency. 1. The arresting/transport office r is responsible for counting the prisoner’s funds, including denominations of money, and documenting it on the ca sh envelope and PCR form. 2. Arresting/transporting officers are required to document all jewelry along with detailed descriptions of the jewelry on the PCR form and p lace the items in a jewelry envelope pr ovided by custody staff. 1. Arresting/transporting officers shall also complete the requ ired sections of the jewelry envelope. 2. Custody staff shall seal this bag after verifying its conten ts. G. All pieces of property and/or funds that are contaminated sh ould be labeled as “Contaminat ed” on the cash or jewelry envelopes and/ or on the PCR form, and placed in the prisoner’s property. H. Items in the prisoner’s property which are taken as evidence shall be noted in the appropriate a rea of the PCR form. I. The jewelry and money envelopes , along with small or loose p roperty such as pocket items, wallets, cellular telephones, etc., shall be placed in a clear plastic bag with an adhesiv e strip provided by custody staff. This bag shall be sealed by custody s taff after the items are verifi ed. J. All property received, to incl ude clothing the prisoner is w earing, must be capable of fitting into one (1) currently used property storage container. 1. Bulk items which do not fit i nside the property storage cont ainer shall not be accepted unless the item is used for a medical purpose, i.e. wheelchairs, crutches, and casts. 2. All bulk items which are no t accepted at intake are the resp onsibility of the arresting officer and should be booked according to the policy of the arresting officer’s agency. K. If the prisoner has no personal property, the arresting/tran sporting officer shall document this on a PCR form. L. The arresting/transporting officer shall have the arrestee s ign the PCR form in his/her presence so the arrestee may reconcile his/her property, clothing and funds with the PCR prior to custody staff receivin g the property. 1. If a discrepancy arises, the arresting officer should contac t his/her supervisor and a custody supervisor. III. Intake Officer Responsibilities A. It is good practice for custody staff to process a prisoner’ s paperwork before, or in conjunction with, t he pat-down or strip search pr ocess. This Correctional Services P age 3 of 7 4/03 (REV 08/12) MJ/RCCC allows for any discrepancies in the paperwork and/or property t o be corrected while the arresting/tr ansporting officer is present. 1. Arresting/transporting officers shall not be allowed to leav e the facility until the paperwork/property is verified and the priso ner clears a security search. B. Custody staff shall verify the inventory of the prisoner’s p roperty using the PCR form. The items listed on t he PCR form should be present in the prisoner’s property. Items which are not present in the prisone r’s property should not be listed on the PCR form. Items taken as evidence shall be accounted for as
