MAJOR CASE OPERATIONAL OUTLINES Purpose of the order The purpose of this order is to establish procedures for the no tification of appropriate organizations and pers onnel regarding major operati ons of the Narcotics Investi gation Division. Definition of major operations The following list gives the de finition of a major operation.  Major operations are defined as any plan of action that may req uire the emergency response of other divisions within our department and /or other agencies within t heir jurisdictions.  These will include search warrants, reverse stings, multi-site raids, high- risk entries, etc.  The operational outline will be provided to the Communication C enter and the Patrol Division wherein t he action is sch eduled to take place.  A supervisor must a pprove all ma jor operations. Outside agency notification The following list describes th e policy regardi ng notifying out side agencies of major operations.  When members of the Narcotic In vestigations Division conduct operations (other than surveilla nce) in the jurisdiction of an outside agency, notification will be mad e to the appropriate agency. T he name/rank of outside agency. person notified will be included i n op outline. Policy on generating and distributing operational outlines The following list describes methods for generating and distrib uting operational outlines. A. An operational outline can be hand written or typed on the Depar tment Operational Outline form (Attachment A or a similar format), wh ich explains the particulars of the operation. B. Copies can be made and distribut ed to those concerned superviso rs. C. When time does not allow a written game plan to be sent, the Communications Center Sergeant shall be notifie d by telephone o f the intended search. A. Radio channel to be used B. Date and time of operation C. Location(s) of the operation, or general area D. Suspect(s) sought, if known E. Suspect vehicle(s), if known F. Command post location, if to be utilized G. Participating officers and their respective agencies radio call numbers, name and radio call number of officer in charge H. Any additional comments such as areas of hazard which might be of interest to parti cipating units I. Originator of the operational outline and his/her bureau and telephone number J. Date and time the operationa l outline was prepared K. Re quest that District Patrol Ser geant be notified b y MCT 2 of 2 4/02 (REV 10/01)
