1 4/01 ሺREV 10/97ሻ UNIFORM , DRESS , GROOMING AND SAFETY EQUIPMENT STANDARDS THE PURPOSE OF THIS GENERAL ORDER IS TO PROVIDE DEPARTMENT PERS ONNEL WITH STANDARDS FOR UNIFORMED AND NON -UNIFORMED ATTIRE , GROOMING AND SAFETY EQUIPMENT . TO ENSURE A MECHANISM FOR CONTINUAL REVIEW AND UPD ATING OF THESE STANDARDS , THIS GENERAL ORDER ADDITIONALLY DELINEATES THE COMPOSITION AND FUNCTION OF THE DEPARTMENT ’S UNIFORM , DRESS , GROOMING AND SAFETY EQUIPMENT COMMITTEE . THE DEPARTMENT ’S UNIFORM , D R E S S , GROOMING AND SAFETY EQUIPMENT MANUAL IS AN APPE NDIX TO THIS GENERAL ORDER . I. GENERAL PHILOSOPHY PROFESSIONAL LAW ENFORCEMENT IS THE GOAL OF THE SACRAMENTO COUN TY SHERIFF ’S DEPARTMENT . THE COOPERATION OF EVERY DEPARTMENT EMPLOYEE IS NECESSARY TO ATTAIN THIS GOAL . THE PUBLIC IS ENTITLED TO , AND EXPECTS , POLITE , CONCERNED AND PROFESSIONAL EMPLOYEES . THE ENTIRE DEPARTMENT IS JUDGE D BY THE APPEARANCE OF THE EMPL OYEE ENCOUNTERED . DRESS AND GROOMING SHALL BE SUC H THAT THEY COMMAND RESPECT AN D EXHIBIT AUTHORITY . II. UNIFORMED AND NON -UNIFORMED ATTIRE AND GROOMING STANDARDS A. UNIFORMED PERSONNEL (SWORN AND CIVILIAN ) UNIFORMED PERSONNEL SHALL COMPLY WITH THE DRESS , GROOMING AND SAFETY EQUIPMENT STANDARDS AS SPECIFICALLY DESCRIBED IN THE UNIFORM , DRESS , GROOMING AND SAFETY EQUIPMENT MANUAL . B. NON-UNIFORMED PERSONNEL (SWORN AND CIVILIAN ) ALL PERSONNEL SHALL DRESS IN GOOD TASTE AND EXHIBIT A NEAT , CLEAN , BUSINESSLIKE APPEARANCE . THE OVERALL APPEARANCE SHALL NOT BE “FLASHY ” OR DISTRACTING . PERSONAL GROOMING , SUCH AS HAIR STYLES AND COSMETICS , SHALL BE CONSERVATIVE RATHER THAN THE EXTREME . NO WRITTEN SPECIFICATION CAN ADDR ESS EVERY POSSIBLE SITUATION . EMPLOYEES ARE CAUTIONED THAT NO ITEM OF APPAREL , PERSONAL GROOMING OR JEWELRY SHALL BE DISPLAYED ON -DUTY WHICH MAY SUBJECT THE DEPARTMENT TO RIDICULE OR DISCREDIT . 2 4/01 ሺREV 10/97ሻ IF IN DOUBT WHETHER A PARTICULA R ITEM OR STYLE IS ACCEPTABLE , EMPLOYEES SHOULD OBTAIN PRIOR APPROVAL FROM THEIR DIVISION COMMANDER . N O N -UNIFORMED PERSONNEL SHALL COMPLY WITH THE DRESS AND GROOMING STANDARDS AS SPECIFICALLY DESCRIBED IN THE UNIFORM , DRESS , GROOMING AND SAFETY EQUIPMENT MANUAL . III. UNIFORM , DRESS , GROOMING AND SAFETY EQUIPMENT COMMITTEE A. AUTHORITY AND RESPONSIBILITY 1. THE COMMITTEE SHALL SERVE AS A STAFF COMPONENT TO THE SHERIFF ’S EXECUTIVE STAFF IN MATTERS RELATING TO UNIFORM , DRESS , GROOMING AND SAFETY EQUIPMENT POLICIES , STANDARDS AND SPECIFICATIONS . 2. THE COMMITTEE SHALL REVIEW ALL PROPOSALS FOR UNIFORM , DRESS , GROOMING AND SAFETY EQUIPMENT CHANGES ADDITIONS AND /OR DELETIONS . 3. UNLESS SO DIRECTED BY EXECUTIVE STAFF , NO PROPOSAL FOR UNIFORM , DRESS , GROOMING AND SAFETY EQUIPMENT C HANGE SHALL BE MADE TO EXECUTIVE STAFF WITHOUT PRIOR REVIEW BY THE COMMITTEE . SUCH CHANGES MUST BE IN WRITING TO THE CHAIRPERSON OF THE COMMITTEE AND MAY BE ROUTED THROUGH A SERVICE AREA COMMITTEE REPRESENTATIVE , AN EMPLOYEE CLASS COMMITTEE REPRESENTATIVE (I.E., RECORDS OFFICER , SECURITY OFFICER , DISPATCHER ) OR EMPLOYEE ORGANIZATION COMMITTEE REPRESENTATIVE (I.E., SCDSA , SCEO ). B. COMMITTEE COMPOSITION AND APPOINTMENTS 1. THE COMMITTEE MINIMALLY SHALL BE COMPRISED OF : A) ONE MANAGEMENT STAFF PERSON OF THE DIVISION OF TRAINING AND RESERVE FORCES (CHAIRPERSON ) B) ONE MANAGEMENT STAFF PERS ON FROM EACH SERVICE AREA C) ONE DEPUTY SHERIFF FR OM EACH SERVICE AREA D) ONE REPRESENTATIVE FROM EACH OF THE FOLLOWING NON -SWORN UNIFORMED STAFF : RECORDS OFFICERS , DISPATCHERS AND SECURITY OFFICERS E) ONE REPRESENTATIVE FROM EACH OF THE RECOGNIZED EMPLOYEE BARGAINING ORGANIZATIONS F) AT LEAST ONE -SWORN MEMBER SHALL BE FEMALE G) AT LEAST ONE NON -SWORN MEMBER SHALL BE FEMALE 2. APPOINTMENTS TO THE COMMITTEE SHA LL BE MADE BY THE CHIEF DEPUTY OF EACH SERVICE AREA , DIVISION COMMANDERS AND THE RECOGNIZED EMPLOYEE BARGAINING ORGANIZATIONS AS APPROPRIATE . 3 4/01 �
