CORRECTIONAL SERVICES Page 1 of 4 4/01 (REV 7/07) MJ/RCCC OPERATIONS ORDER Intake Search, Reception and Holding The purpose of this Order is to provide an overview of procedur es for intake search, reception, and processing of prisoners brought to the Main Jail and to the Rio Cosumnes Correctional Center (RCCC). I. Arresting/ Transporting Officers A. Arresting/ transporting officers bringing prisoners for book ing into the Main Jail o r RCCC are required to secure all items which threaten facility security and the safety of staff and prisoners before entering the secured side of the facility. 1. Items shall be secured in the trunk of the arresting/transpo rting officer’s vehicle or in the lockboxes provided outside the book ing area. Such items minimally include firearms, bladed weapons, batons, tasers, and ammunition. 2. At the Main Jail , Central Control personnel are responsible for visually inspecting all persons for weapons prior to allowing e ntry into the arrest report room or sally port areas. 3. At RCCC , booking staff are responsible for inspecting all officers for weapons prior to allowing ent ry in the booking area. B. Unless handcuffing is physica lly impossible, all prisoners s hall remain handcuffed behind his/her back at all times except under the di rect supervision of the arresti ng/transporting officer. C. Intake custody staff may assist arresting/transport officers with combative, uncooperative or high-risk prisoner s when necessary for officer safety or facility safety and security. In this situation, custody staff shall notify the booking sergeant or other designated supervisor. 1. Custody staff responding to assist arresting/transporting of ficers will videotape the incident whenever possible. The videotape should include a brief interview of the arresting/transporting officer regarding the prisoner’s behavior. 2. Custody staff shall adhere to departmental orders regarding use of force and restraints when assisti ng arresting/transporting offi cers. CORRECTIONAL SERVICES Page 2 of 4 4/01 (REV 7/07) MJ/RCCC D. Arresting/transporting officers are responsible for completi ng booking paperwork prior to bringing the prisoner to the booking area. T he booking paperwork includes, but is not limited to: 1. Arrest Report 2. Probable Cause form (signed by the arresting/transporting of ficer) 3. Intake medical screening forms. 4. Property and Clothing Record Form (to be completed in accordance with Operations Order 4-03-Prisoner Clothing, Property, and Funds . 5. Intake Classification Form (t o be completed in accordance wi th Operations Order 6-03- Classification Process . 6. Custody staff is responsible f or maintaining an available su pply of the necessary booking forms. 7. Interpreter services will be provided as needed in accordanc e with Operations Order 6-14-Interpreter Services . E. The arresting/transporting officer shall be responsible for the prisoner until the prisoner is accepted for custody at the Main Jail or RCCC . Prisoners shall be considered acc epted for custody after all of the following are met: 1. A medical screening has been com pleted and the prisoner has been medically cleared for custody. 2. The arrest paperwork has been completed and booking staff ha s accepted custody of the prisoner. 3. Intake custody staff has completed the appropriate type of s earch of the prisoner prior to intake . II. Intake Custody Staff A. Intake custody staff should review a prisoner’s paperwork ju st prior to, or in conjunction with, the pat-dow n or strip search process. Thi s allows for any discrepancies in the paperwork or property to be corrected while the arresting/transporting officer is present. 1. Custody staff shall ensure all paperwork is completed accord ing to departmental standards. 2. Arresting/transporting officers shall not be allowed to leav e the facility until the paperwork/property is verified and the priso ner clears a security search. Sworn custody staff will conduct a search of all prisoners b rought to the Main Jail or to RCCC in accordance with Operatio ns Order 2/06 Prisoner Searches. 1. At a minimum, a pat search of the prisoner for weapons and contraband will be performed by sworn custody staff. 2. If a strip search is required, the search shall be performed i n accordance with Operations Order 2/06. C. Custody staff is responsible f or performing an initial evalu ation of the prisoner and assigning an appropr iate temporary holding locatio n using the Intake Classification Form and the procedures in Operations O r d e r s 6/03, 4/05-Use of Saf ety, Segregation, North Holding #2 and Mul tipurpose Rooms, and 4/04 Use of Sobering Cells. 1. Holding cells located in the booking area of the facility ar e primarily used. Other holding cells may be used as needed. 2. Telephone access to the prisoners will be provided in accord ance with Operations Order 6/13- Telephone and TDD/TTY Equipment Access. D. Prisoners will remain in t he booking area until they have ha d fingerprint
