CORRECTIONAL SERVICES Page 1 of 4 3/16 (REV 2/08) MJ/RCCC OPERATIONS ORDER Crimes Occurring Within Correctional Facilities The purpose of this Order is to standardize procedures for hand ling incidents and disciplinary crimes th at occur within the Main Jail or the Rio Cosumnes Correctional Center (RCCC). I. Policy Title 15, Article 4, Section 1044, requires documentation and m aintenance of written records of all incidents that res ult in physical harm, or serio us threat of physical harm, to an employee, inmate or other per son. Sworn Officers shall comp lete a Crime Report for violations of any criminal stat ute that takes place within the facilities. II. Procedures A. All Crime Reports involving an arrest or additional booking shall be completed by the end of curren t watch including overtime. 1. All other Crime Reports, whet her an arrest is pending or not , may be completed by the end of the O fficer’s next shift before days off. B. Incidents involving the inju ry of a person shall require a C asualty Report. 1. If a Crime has been determined and prosecution is desired by the victim, the followin g will be needed: a. A Crime Report (without a Casualty Report face sheet) b. Release of Medical Information c. Medical witness statements pr oviding diagnosis, prognosis, and treatment received. 2. The suspect should be arrest ed or add booked at the earliest opportunity when probable cause to arrest exists. a. The Booking Officer will onl y need an Arrest Report face sheet and a Probable Cause form for an add book/in-custody arrest. 3. If NO Crime or NO Charges were determi ned only a Casualty Report with its’ own r eport number is needed. CORRECTIONAL SERVICES Page 2 of 4 3/16 (REV 2/08) MJ/RCCC 4. Crimes of a minor nature ma y be handled administratively thr ough the disciplinary process, at the discretion of a Sworn Supervis or. a. A Crime Report need not be nec essary but a Disciplinary Report should be generated. C. A Disciplinary Report (PF10) shall be completed in all incid ents of criminal misconduct regardless of criminal charges filed. 1. A chronological synopsis of the incident and any observation s made by the officer(s). 2. A statement from all Suspec ts and Victims whether charges ar e desired or not. 3. Statements from all witnesses , identified by Name, X-Ref, an d Housing Location. D. Crimes Occurring in the Public Lobby/Gatehouse. 1. The Officer shall detain any person for the following reason s: a. A crime is committed in their presence. b. The individual has an active warrant. c. The individual is in posse ssion of a weapon, property, or substance that is a crime to possess within the facility. d. The individual is under the influence. 2. If the Officer who detained t he individual is not a sworn of ficer, he/she shall request for a Deput y to respond and take appropria te action. E. Crimes Occurring in a Housing Unit 1. Identify and isolate the Sus pect, Victim, and all Witnesses. a. Call for additional officers and a supervisor to respond. 2. Secure the scene and all evidence. a. Lock down the Hous ing Unit involved. b. A Sergeant shall determine i f visits and other activities should be discontinued. CORRECTIONAL SERVICES Page 3 of 4 3/16 (REV 2/08) MJ/RCCC c. A Sergeant shall determine a nd order additional support to respond (i.e., CERT, CS I, Detectives, etc.) 3. Crimes Occurring in the Court Area at the Main Jail a. Main Jail sworn personnel sha ll respond to any assistance requested or required and shall remain until relieved by the Deputy in charge of the scene or a Supervisor. F. The Collection and Booking o f Evidence shall be consistent w ith that of the Sheriff’s Department Field S ervices Operations Order 5/12. G. The Primary Officer shall be responsible for the completion of all reports. 1. Overtime may be authorized for the completion of all reports resulting in an arrest or add book. 2. The Officer shall generate copi es of the Crime and/or Casual ty Report and deliver them to the Division Secr etary who will log and route them as follows: a. Original Report to Sheriff’s Record Bureau at 711 G Street. b. A copy of the Crime Report sent to the Intake District Attorney Office. c. A copy of the Crime Report sen t to Correctional Intelligence Office. 3. If the Crime pertains to one of the following, an additional copy of the report shall be forwarded to the responsible division. a. Homicide Bureau (if a death occurs) b. Sex Assaults Bureau (sexual assaults) c. Fugitive Warrants Bureau (escapes) H. Misdemeanor Crime Report Procedures 1. The arresting officer will ge nerate a Crime Report indicatin g a desire to prosecute. He/She s hall include a Notice to Appear Citation (D.A. Charging Report Fo rmat), regardless of the relea se process anticipated. 2. Citation completion procedures is as follows: a. Provide all suspect ide ntification information. b.
