CORRECTIONAL SERVICES Page 1 of 13 3/15 (REV 8/06) MJ/RCCC OPERATIONS ORDER Escape Response The purpose of this Order is to standardize custody staff respo nse in the event of a prisoner(s) escape or suspected escape at the Main Jail and Rio Cosumnes Correctional Center (RCCC). I. Policy Custody staff will endeavor to respond to an actual or possible escape in a manner that will maintain the security of the facility, the safety of the p ublic, the staff, and the prisoners. Custody staff will return the facility to full oper ation as soon as it is practical. Supervisors have the authority to modify the escape response to fit the circumstances of a particular incident. II. Initial Response to a Possible Escape A. Custody staff discovering a pr isoner is missing shall immedi ately conduct a general lockdown and search of the immediate area in an attem pt to locate the missing prisoner. 1. Any other areas where the pr isoner could have been, such as court, medical areas, etc., shall be contacted. B. Custody staff discovering a possible escape or is unable to locate a missing prisoner shall immediately: 1. Notify Central Control at the Main Jail or Booking Control at RCCC . 2. Secure all adjacent doors and exits in the affected area to prevent additional escapes and lockdown any prisoners in the area. 3. Cancel any visits or activit ies in the area and direct visit ors to the Public Counter (Main Jail) or Gatehouse (RCCC) and non-sworn employees to their offices or other designated areas. 4. Request additional personnel if necessary. 5. Request a supervisor. a. The supervisor shall decide if a facility lockdown and/or a facility wide security count should be initiated. Log the incident and subsequent actions in the housing unit or work station logbook. C. Central Control or Booki ng Control staff shall: 1. Ensure a superviso r has been notified. 2. If directed by a supervisor, implement emergency facility lo ckdown procedures and direct a facilit y wide security count. 3. Maintain a sequential activity log related to the incident. 4. Notify the Sheriff’s Communications Center so an outside age ncy broadcast can be initiated. D. A supervisor shall immediately respond to the scene and asse ss the situation. The on scene supervisor shall minimally: 1. Verify if an escape or possible escape has occurred and obta in the identity of the escaped prisoner(s). 2. Verify the affected area is s ecured, all prisoners are locke d down, and adequate staff is on scene. 3. Verify non-sworn staff has been directed out of the affected area. 4. Verify all visitors have been directed to the Public Counter a t t h e Main Jail or the Gatehouse at RCCC . 5. Establish an inner perimeter to isolate the crime scene. 6. Coordinate with other supervi sors to deploy staff as needed. 7. Update the Watch Commander o f the situation. The watch commander may establish a command post and become the Incident Commander. III. Procedures for a Confirmed Escape A. If an escape has been confirmed or a prisoner’s whereabouts can not be accounted for a supervisor shall direct a full facility lockdow n and a security count shall be initiated. 1. Staff assigned to housing units and other areas where prison ers are present shall secure prisoners in their cells, holding cell s, pods, barracks, or housing units. 3. Operations Order 6-04 Counts and Lockdowns further describes count and lockdown procedures. B. If additional resources are needed, such as the warrant/fugi tive unit, air support, K-9, and/or outside agenc ies, a supervisor or designee shall notify the Sheriff’s Communication Bureau supervisor. The communications bureau will follow established not ification proc edures. 1. The Watch Commander or designe e shall notify the division commander, assistant division commander, the Intelligence Unit supervisor, and command staff o f the unaffected facility. C. If additional custody staff is needed, he/she shall not leav e their workstations until the count i n their assigned area has been cl eared or when directed by a supervisor. At least one (1) sworn staff sh all remain in any areas where prisoners are pr esent and one (1) person shall remain in all housing unit control rooms. D. Summoned staff shall assemble in the area designated by the supervisor or designee. The supervisor ma y elect to deploy staff as follo ws: 1. Placement of armed deputies or security officers at perimete r locations. 2. As search teams to search a reas within and immediately surrounding the facility. 3. Assign staff to gather the prisoner(s) custody and classific ation files, hardcopies of the Jail Inmate Management System (JIMS) screens, and WEBM UG photograph. 4.
