PRISONER CONTROL
The purpose of this order is to outline the procedures for the safe control of prisoners
outside the jail facility. I. Field Custody
A. Prisoners taken into custody in the field shall be:
1. Handcuffed; hands behind back, palms out. 2. Placed in vehicle:
a. If transportation is to be the responsibility of a single of ficer,
the prisoner is to be placed in t he passenger side of the front
seat and secured by the seat belt; suspect’s hands are to remain cuffed behind his back with palms out.
b. If transportation will be by two officers, the prisoner is t o be
placed on the driver’s side o f the back seat. The second
officer is to sit on the passenger side of the back seat and guard the prisoner unless that o fficer’s side arm is worn on
the left side, then the prisoner shall be placed on the passenger side of the back seat and the officer shall sit behind the driver.
II. Custody in the Administration Building
A. Prisoners in custody within t he Administration Building shal l be:
1. Handcuffed, hands behind back, palms out during all periods of
movement within the building.
2. Thoroughly searched for w eapons, real or potential.
3. Accompanied by a sworn office r at all times while moving wit hin the
building.

4. Handcuffed to the table rings w hen placed in the Detective D ivision
interview rooms. Officers need not remain with the prisoner in the
interview room if the prisoner is securely handcuffed to the ta ble
rings and the door is locked.
5. Officers will not wear their si de arm while interviewing sus pects in
the interview rooms.
