CORRECTIONAL SERVICES Page 1 of 4 3/13 (REV 8/06) MJ/RCCC OPERATIONS ORDER Evacuation Plan - RCCC This purpose of this Order provi des for the safe and expeditiou s evacuation of the Rio Cosumnes Correctional Center o r a portion of the facility in or der to ensure the safety of visitors, staff and inma tes, while maintaining security and con trol of the facility. I. Policy Statement Evacuation of any portion of the Rio Cosumnes Correctional Cent er shall be conducted in a manner that maximizes safet y and security by use of predet ermined routes. Supervisors have the authority to modify the evacuation procedu res as necessary to fit the circumstances of a particula r incident. Any evacuation pro cedure shall be authorized by the Watch Comm ander or his/her designee. II. General Procedures A. The Watch Commander or a des ignee shall be in charge of coor dinating the evacuation from the Incident Command Post. 1. Movement of inmates shall be ke pt to a minimum. If possible , they shall be kept in the same housin g unit or facility, and shall b e only relocated to another area in t he same facility unless a full evacuation is initiated. B. Each facility shall follow t he evacuation procedure containe d in this order unless directed to do otherwise by a supervisor. C. While in direct contact with inmates during an evacuation, s worn staff shall be in a group no smalle r than two persons. 1. Security during an evacuati on may require the use of departm ental weapons or other specialized equipment. Deployment of these tools shall be at the discretion of the Watch Commander or his/ her designee. D. An evacuation will occur only when a sufficient number of sw orn personnel may safely perform the evacuatio n. The minimum staffing for an evacuation will include one contro l officer and four evacuation deputies: two to physically evacuate the inmates and two to monitor the a rea into which the inmates are evacuated. Prior to the final evacuation of an area, the responsible st aff shall perform a thorough search in order to be certain no people remain behin d. Following this search, the area s hall be sealed and the door ma rked to indicate the evacuation has been completed. 1. The control officer shall ma ke every effort to keep the log book up to date during the incident. W hen the control officer abandons the control room, he/she shall ta ke the log book with him/her. III. Visitors A. All visitors shall be evacuat ed through the normal exits at each facility. Officers assigned to facilities with visitors are responsible f or the evacuation of their fac ility’s visitation area. 1. Visitors shall exit the faci lity through the Gatehouse as qu ickly as safety allows. Elevators shall on ly be used during an evacuati on by people unable to use the stairwells. IV. Non-sworn personnel A. Deputies shall be responsible for evacuating the non-sworn s taff in their assigned areas. This includes the offices, exam rooms, kitchens , workshops, classrooms and any other area in which non-sworn sta ff may be present. B. Non-sworn personnel shall r eport to the Visit Registration a rea upon evacuation of their area. A supervisor shall conduct a roll ca ll in order to account for any missing personnel. 1. If the Visit Registration ar ea is an evacuated area, the Wat ch Commander or his/her designee s hall name an alternate meeting location. V. Facility-wide Ev acuation Procedure A. In the case of the need for a facility-wide evacuation proce dure, the Watch Commander shall institute the In cident Command System and mobil ize any departmental or outsi de resources as needed. 1. Departmental resources includ e all available personnel, vehi cles, equipment, etc. With proper author ization, any employee may be utilized as an available resource . This may include the follow ing: off-duty jail staff, deputies a ssigned to patrol, the courthous e, security services and any other available divi sion or bureau. B. In the event of a full evacuat ion of the Rio Cosumnes Correc tional Center, the main evacuation point shall be the Sacramento county Main J ail. Conversely, the main evacuation point for the Sacramento County Main Jail shall be the Rio Cosum nes Correctional Center. CORRECTIONAL SERVICES Page 3 of 4 3/13 (REV 8/06) MJ/RCCC 1. In the event that the main ja il is unavailable as an evacuat ion point, outside agencies will be utilized as determined by the Incident Commander. Adjacent County and CDC R facilities may be used with permission from those agenci es. Any mutual aid provided w ill be used in accordance wit h all departmental guidelines regardin g mutual aid. VI. Honor Facility Evacuation Procedure A. In the event of an emergency incident requiring the evacuati on of a barracks, the inmates shall be ev acuated to a secure recreation yard away from the incident.
