CORRECTIONAL SERVICES Page 1 of 13 3/12 (REV 7/07) MJ/RCCC OPERATIONS ORDER Evacuation Plan – Main Jail The purpose of this Order is to o utline evacuation procedures f or a partial or a full evacuation of the Main Jail. I. Policy Evacuation of any portion of the Main Jail shall be conducted in a manner which maximizes safety and security of staff and prisoners. Superviso rs have the authority to modify the evacuation procedures a s necessary to fit the circum stances of a particular incident. Any evacuation proc edure must be aut horized by the Watch Commander , Incident Commander, or his/her designee. II. General Guidelines A. In the case of a fac ility-wide evacuation, the Watch Commander will initiate the Incident Command System and mobilize departmental or outside resources as needed. The initial Incident Command Post will be the second floor briefing r oom or other designated area. 1. Departmental resources include all available personnel, vehi cles and equipment, including but not limited to Main Jail Staff, Court Security Officers, and deputies assigned to Field Services. B. The primary evac uation point for the Main Jail in the event of a full facility evacuation will be the Rio Cosumnes Correctional Center (RCCC). Conversely, the Main Jail will be the primary ev acuation point for RCCC. 1. RCCC buses will be the primary tr ansportation for evacuation of prisoners. 2. Other transportation means ut ilized will be approved via the Incident Commander. C. The Incident Commander or his/her designee shall coordinate the evacuation of the facility. Pri or to the evacuation of prisoner s, the Incident Commander should confirm the following using avai lable communication means: 1. All deputies are at their assigned posts with the proper equ ipment. 2. All visitors, non-sworn staf f, and the public have been evac uated. The following guidelines may be used in determining how to p rioritize the evacuation of individual housin g units. The guidelines are to b e used as a planning tool for evac uating the facility: 1. Evacuate prisoners exposed to i mmediate risk of injury first . 2. Evacuate Infirmary (2 West) and Sub-Acute (2 East) prisoners. 3. Evacuate female prisoners. 4. Evacuate High Security, di sciplinary housin g and Acute Psych iatric prisoners separate from the general population. 5. Evacuate Booking a nd Court Holding Areas. E. If full evacuation of the Main Jail is not necessary, prisoners will be evacuated to another secure ar ea within the facility. The Incident Commander will assign the evacuation priorities as appropriate. F. Each housing unit shall follow the evacuation procedure cont ained in this order unless direct ed otherwise by the Incident Commander. 1. Housing unit officers should account for prisoners in their housing area, by both locator card and Control Point Group List (PF-11) unless the resources are unavailable. 2. If locator cards or the PF-11 lists are unavailable, handwritten lists or location boards may be substituted. G. Weapons and special equipment deployment during an evacuatio n will be at the discretion of the Incident Commander. III. Visitors A. Custody staff shall be respons ible for directing visitors th rough the public emergency stairwell during an ev acuation. Visitors unable to ne gotiate the stairwell may be evacuated using the public elevators. All visi tors will be directed by custody staff to exit the facility through the Public Lobby as quickly as safety allows. 1. If the Public Lobby is not available for evacuation, visitors may be evacuated through an alternate route as determined by the Incident Commander. 2. Assigned officers will search all visit areas to confirm all visitors have been evacuated. Once the evacuat ion of visitors has been confirmed, officers will report the completion of each area evacuated to the Incident Command Post. Custody staff shall be respons ible for directing non-sworn s taff to evacuate offices, exam rooms, k itchens, workshops, classrooms, and any other area where non-swor n staff may be present. B. Non-sworn staff shall repor t to the second floor briefing ro om or other area as designated by the Incident Commander. C. If possible, in-custody pri soner records should be evacuated along with non-sworn staff, and a current a lpha list of in-custody prisone rs will be generated for the facility and taken to the Incident Command Post. D. Central Control staff will remain at their po sts until directed to evacuate by the Incident Commander. V. Post Assignments A. Prior to evacuation of prisoners, the Incident Commander will assign armed deputies to the following interior posts in the Main Jail: 1. Post #1 will be outside the east emer gency stairwell door to the Vehicle Sally Port. 2. Post #2 will be outside the west eme
