CORRECTIONAL SERVICES Page 1 of 4 3/09 (REV 8/06) MJ/RCCC OPERATIONS ORDER Fights, Riots, Hostage and Minor Disturbances The purpose of this Order is to d efine the policy for respondin g to fights and minor disturbances within the Main Jail and the Rio Cosumnes Correctional Center (RCCC). I. Policy Statement A. Deputies shall act to prevent and/or minimize injuries to th e public, staff and/or inmates. B. Available deputies sh all immediately res pond to urgent reque sts for assistance from other f acility staff members. C. Deputies will make every atte mpt to videotape any disturbanc es. 1. The videotape will be cataloged in accordance with the video library procedures. II. Response A. Deputies will, whenever pract ical, notify a supervisor when: 1. An inmate displays behavior which includes, but is not limit ed to: a. Making a threat of ass ault upon a staff member. b. Exhibiting any other acti on that indicates a physical confrontation may occur wit h a staff member or another inmate. c. Exhibiting insubordinate behavior that may result in disciplinary action. 2. Any written documentati on is completed, such as: a. An Incident Report write-up (PF-10). b. Any report requiring a report number. c. A Log Book Entry. Any staff member creating a PF-10, IDC, or log book entry documenting an incident will notify a supervisor. B. In the event that immediate need for action precludes superv isor notification, a supervisor shall be notified at the earliest op portunity. C. Available deputies shall re spond to all urgent requests for assistance. D. Deputies requesting assistance shall immediately contact: 1. Central Control at the Main Jail. 2. Booking at RCCC. III. Housing Unit Control Room Officers A. Housing Unit Control Room Officers, if absolutely necessary , may respond to assist a Floor Office r in their housing units; howev er it is recommended that the Housing Uni t Control Room Officer remain i n the Control Room in order to expedite the response by other officer s. B. If it becomes absolutely nec essary to assist the Floor Offic er, the Housing Unit Control Room Officer shall im plement Control Room shutdown procedures before leavi ng the Control Room. C. The Control Room shall not be left unstaffed and/or unsecure d without first implementing shut down procedures. D. A supervisor shall be notified prior to implementing the shu tdown procedures. IV. Non-Secured Areas and/or P ublic Areas of the facilities A. Main Jail 1. Deputies are frequently summoned to respond to disturbances arising in the Vehicle Sally P ort, Front Counter and Public Vis itor side booths, and Arrest Report Room. B. RCCC 1. Deputies are frequently summoned to respond to disturbances arising at the Gate House, book ing, inner and outer parking lot s, and visitor areas. C. A supervisor and only the nec essary number of deputies will respond. Staff entering the non-secured ar eas in response to an incident should be aware that firearms and other dangerous weapons may be present. CORRECTIONAL SERVICES Page 3 of 4 3/09 (REV 8/06) MJ/RCCC D. Deputies may be required to c omplete and/or assist arresting /transporting officers or other staff member s with any resulting reports. E. If assistance is cancelled, a ll deputies will return to thei r normal duties. V. Riots A. Inmates, nonessential staff, and visitors should be removed behind the line of the perimeter. B. Evacuate when safe or get peopl e to cover within the effecte d area. C. Hold evacuees near the perimeter to debrief and identify. 1. Staff and inmates within the perimeter area are potential so urces of information. 2. Evacuees should be interviewed. 3. Inmates evacuated should be initially considered suspects. D. Uninvolved inmates in the a ffected area should be given the chance to get out or go to a certain area o f the unit and sit or lie down. 1. This tactic will not always work because of peer pressure. 2. Inmates in the ar ea of the disturbance might not want to rem ain there and if staff is successful in getting those inmates out, the size of the problem may be easier to deal with. E. Refer to Critical Incident Response Plan (3-01). VI. Hostage A. The Sheriff’s Department will not consider hostage taker demands when negotiating for hostage release. 1. Weapons. 2. Release of prisoners. 3. Exchange of hostages. B. Appoint a negotiator until a C.I.N.T. member arrives. C. The C.I.N.T. negotiator will be briefed at the Command Post and taken to the Tactical Post. D. Develop a plan of action to te rminate the disturbance if neg otiations fail. E. If a hostage is taken, ensure family members have been notif ied.
