EMERGENCY SYSTE MS AND EQUIPMENT
Purpose
The purpose of this Operations Or der is to identify the types,
locations, and use of the avail able emergency equipment within the
Main Jail.
Policy
The Main Jail provides equipment for use in responding to and a iding
with emer gency situations within the facilit y.
Procedures, Definitions, and Locations
M.S.A. Air Pack
Definition: Mine Safety Appliance ai r pack is a self-contained
breathing apparatus (S. C.B.A.) for use in fire, smoke, or other
emergency situations where the su rrounding air becomes harmful to
ingest.
Locations: M.S.A. air packs and replacement air cylinders are
located at each work site and wit hin each of the secured stairw ell
landings. (Extra air supply cylin ders shall be located in the s econd
floor Briefin g Room. )
Training
Deputies shall receive initial an d periodic training in the use of the
M.S.A Self-Cont ained Breathin g Apparatus.
Every officer is expected to use good judgment and utilize the M.S.A. air pack when
the need exists. Officers should not approach a major fire or enter a smoke filled area
without first donning an air pack.
Fire Alarm Manual Pull Stations
Activation
Pull downward firmly on the handl e. This will break the glass rod
inside the unit and activate the alarm.
Locations
Manual pull stations are located throughout the facility. They are red
in color with “FIRE ALARM” printed in white.

Emergency Systems and Equipment
Fire Extinguishers
The facility uses the A-B-C dry chemical type extinguishers and the
D type.
Maintenance and Operations E ngineers are responsible for
rechar ging fire extin guishers.
The
y are located throu ghout the facilit y.
Resuscitators
Ambu-bags or resuscitators are us ed to aid in maintaining lung
ventilation.
Used when natural breathing is i nsufficient or absent. They can be
connected to an ox ygen inhalator.

puties shall receive initial and periodic u pdated trainin g.
Oxygen Inhalators
Provided for trained facility sta ff to use on persons experienc ing a
major medical emergency such as heart attack, shock, major trauma ,
or other breathin g emer gency situation.
Deputies shall receive initial and periodic u pdated trainin g.
First Aid Kits
Are used as temporary support unt il adequate medical treatment can
be obtained for the in jured person (s).
Emergency Response Log
This is a handwritten log main tained by personnel assigned to
Central Control durin g an emer gency response situation.
Standpipe
A high vertical pipe that is us ed by Fire Department personnel for
connectin g water hoses.
A stand pipe provides a uniform su pply of water pressure.
Standpipes are located on the secu red stairwell landings, basem ent,
penthouse, roof and Vehicle Sall y Port.

Emergency Exit Signs
Illuminated emergency exit signs, which read “ EXIT ”, are located
throu ghout the facilit y.
The signs will stay illuminated twenty-four (24) hours a day. I f an
emer
gency exit si gn is burned out, cont act a the Pro jects Office.
Emergency Systems and Equipment
Emergency Elevator Override S
ystem
All facility elevators are equi pped with an emer gency override
system.
Fire Department personnel or contra ct elevator repair personnel only
will activate this s ystem.
A key to activate the emergency elevator override system is loc ated
in Central Control.
Kitchen Mist S
ystem
This is a separate specialized fire suppression sprinkler syste m.
A portion of the kitchen is e quipped with this s ystem.
This system is located in and ar ound the ventilation hood, over the
grill and stove area.
The system can be reset by Fire D epartment personnel or by a
General Service’s Maintenance En gineer.
Utility and Device Plan Overlays
The “Emergency Response File”, l ocated in the Jail Administrati on
Office and in the Armory, contai ns the utility and device plan
overla ys.
The transparent overlays indicate the shut off points on each f loor
for:

Commander durin
g an emer gency incident.
Inspection, Repair and Maintenance of Equipment
Air Packs
Air packs shall be ins pected periodicall y.
Staff normally assigned to a par ticular area shall be responsib le for
inspectin g the air packs assi gned to that area.
Inspection forms shall be comp leted and placed in the Fiscal
Officer’s mailbox.
